EXHIBIT D <br /> Mining Plan <br /> The proposed Mined Land Reclamation Board (MLRB) Lazy Two Pit permit area is <br /> approximately three miles southeast of the existing Connell Carr Pit (M-2014-001) operation, <br /> which supplies aggregate construction materials to much of northern Colorado. The proposed <br /> Lazy Two Pit permit area contains substantiated aggregate resources to continue the supply in <br /> this region of Colorado. As resources diminish in the Connell Carr Pit, new supplies from the <br /> proposed Lazy Two Pit will continue to provide construction materials to meet the northern <br /> Colorado demand. <br /> Introduction and Overview <br /> The proposed Lazy Two Pit permit area is currently owned by the Lazy Two Ranch LLC and <br /> Duane and Lynn Ross and consists of rangeland utilized by the owner's cattle operations. The <br /> property is located in the northeast corner of Weld County Roads 21 and 118. The site is <br /> relatively flat, generally drains from north to south, and contains short grass prairie upland areas. <br /> Permit Boundary Definition <br /> The proposed permit boundary is generally consistent with the property parcel boundaries on the <br /> west, north, and east sides. These parcel boundaries are also defined by the section or half- <br /> section lines for Section 11 (T10N, R67W). The site is also bound by Weld County Road 21 to <br /> the west and Weld County Road 118 to the south. The southern permit boundary follows parcel <br /> boundaries and the section line except where the existing farm house and associated structures <br /> are purposely excluded. <br /> Since the permit boundary will mostly follow site parcel lines, the boundary will extend to the <br /> center line of Weld County Roads 21 and 118. Although mining disturbances will be setback <br /> from road and utility right-of-ways and easements, the location of the permit boundary will allow <br /> for necessary site access roads or other disturbances adjacent to the roadways. <br /> Affected Land Boundary Definition <br /> The proposed permit boundary will encompass approximately 304.3 acres with only about <br /> 290.5 acres currently planned for mining. However, the affected land boundary essentially <br /> follows the permit boundary to allow for reclamation activities and future potential mining <br /> operations. Areas not disturbed by mining may be disturbed by access roads, stockpiles, material <br /> processing, or backfilling and other reclamation related activities. The remaining area will <br /> consist of setbacks and road and utility right-of-ways. <br /> Land Uses <br /> The proposed permit area currently consists of rangeland utilized by the owner's cattle <br /> operations. With the exception of the community of Carr, properties surrounding the proposed <br /> Lazy Two Pit site are primarily rural agricultural non-irrigated rangeland.
