(Tri-State),is the parent <br /> company to Axial Basin Coal Company,which is the general partner to Colowyo Coal Company <br /> L.P. (Colowyo). Tri-State received your adequacy letter dated December 31,2018 and is <br /> providing the response below to your adequacy concern on behalf of Colowyo. The Colowyo <br /> Mine operates under Permit No. C-1981-019. <br /> 1. For the Division's review,please provide an updated Fill Survey Monument Report and <br /> Graphs to include up to the 2018 Fourth Quarter. These reports and graphs are normally <br /> provided with Colowyo's Annual Reclamation Report under Figures 3-2 and 3-3. <br /> Response: The West Pit Fill Survey Monument Graphs included under the TR-129 <br /> application,already include the fourth quarter 2018 data. The graphed data for the fourth <br /> quarter survey(11/8/2018)is graphed just passed the 11/1/2018 line on the horizontal <br /> axis. <br /> 2. In the provided document,the West Pit Fill Final Construction Report, it states that the <br /> design,instrumentation,and monitoring requirements for the West Pit Fill are discussed <br /> under Volume 5B, Exhibit 19, and Section IIB.This appears to be a typo,since this <br /> reference is for the Section 16 Fill and the West Pit Fill is discussed under Volume 5B, <br /> Exhibit 19, and Section IB. Please provide an updated West Pit Fill Final Construction <br /> Report with the correct reference. <br /> Response: The citation that was noted to be incorrect has been revised and a new West <br /> Pit Fill Final Construction Report(cover page only)has been provided. <br /> 3. After reviewing the provided Change Sheet for TR-129,there are notes for revised <br /> Volume 5B,pages I a-1 through I a-4 however these revised pages were not included <br /> with the TR-129 application.
