"Qualified Personnel" for stormwater provisions-those who possess the knowledge and skills to assess conditions and <br /> activities that could impact stormwater quality at a facility,and who can also evaluate the effectiveness of control measures. <br /> 39. "Quarterly measurement frequency" means samples may be collected at any time during the calendar quarter if a continual <br /> discharge occurs. If the discharge is intermittent,then samples shall be collected during the period that discharge occurs. <br /> 40. "Recorder" requires the continuous operation of an automatic data retention device for providing required records such as a <br /> data logger,a chart and/or totalizer(or drinking water rotor meters or pump hour meters where previously approved.) <br /> 41.
