Doug Smith of Oxbow Mining accompanied the inspection. The weather was cold and dry. The status <br />of the Elk Creek Mine, as far as the Division is concerned, is “Active” however no coal is being mined and all <br />activity at the site is focused on the early stages of reclamation. <br />All backfilling and grading had been completed, and the contractors had demobilised their equipment and <br />left the site. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The new ditches T1 and T2 had been completed. The dimensions were not measured, but will be <br />compared with the design specification during a later inspection. <br />The partially obstructed culvert identified in the October inspection report (B-1) had been cleared. <br /> <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> Al disturbed areas had been re-seeded. Some of the recently seeded land showed a green blush from a <br />distance; on closer inspection most of this appeared to be caused by opportunistic annuals rather than perennial <br />species from the seed mix, which is as expected. <br /> <br />TOPSOIL – Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The main topsoil pile had been used and the site left in its final configuration. The road to access the gas <br />pipeline had been left in place.
