2.05.4(2)(e) <br />Woody Plant Density <br />Woody Plant Density of the revegetated area will be considered adequate for <br />final bond release if the perennial woody plant density is not less than 90% of <br />the perennial woody plant density as determined from the reference area with <br />a 90% statistical confidence utilizing one of the three methods detailed under <br />Rule 4.15.11 (2) [(a) (b) or (c)]. <br />Diversit <br />Since the 1980s CDRMS regulations have allowed for the use of direct <br />comparisons of species composition based on relative cover (composition) <br />between reclaimed areas and undisturbed vegetation (e.g., baseline or reference <br />areas) to document diversity. The species diversity standard being proposed is <br />that the reclaimed plant community shall be composed of at least the number of <br />dominant species comprising at least five percent of the pre -disturbance relative <br />plant cover. In this case two species, Gray Molly and Greasewood, comprise five <br />or more percent relative cover in the reference area. The diversity standard shall <br />be that one forb and one shrub be established and each shall contribute at least <br />5% and no more than 60% to the relative cover of the reclaimed areas and <br />perennial relative grass cover shall be at least 2%. <br />Monitoring <br />Revegetation will be monitored once during the third to fifth years of the liability <br />period based on the results of a visual assessment of the vegetation and in <br />consultation with the Division. Should the reclamation appear successful and the <br />vegetation warrant such, monitoring data will be collected in preparation for a <br />Phase 11 bond release application. Absolute cover data will be collected to <br />adequacy in both reclaimed and reference areas. Multiple hit data will not be <br />collected. Should the reclaimed areas not be candidates for a Phase 11 bond <br />release application, cover data will not necessarily be collected to adequacy. <br />Should the reclamation and revegetation successfully meet the requirements, <br />quantitative sampling will be carried out in years nine and ten of the bond liability <br />period. Methods will be consistent with the methods and analytical techniques <br />used during the baseline study except that woody stem density sampling would not <br />be carried out because no standard applies. <br />Permit Application 2.05-38 08/11 <br />
