2.05.4(2)(e)
(vi) Revegetation Success
Initially, revegetation success will be qualitatively evaluated during routine
inspections of the reclaimed sites. These evaluations shall include
assessments of noxious weeds, species diversity and the general health of the
vegetation. Results of these evaluations will be included in the annual
reclamation reports.
Determining Revegetation Success: General Requirements and Standards
The success of revegetation at the loadout project shall be determined by
comparison of reseeded areas to the established reference area as allowed by
Rule 4.15.7 (3). During June of 2010 a reference area was selected to
represent the greasewood community. The reference area is shown on Maps
3 and 5 located in Volume II. As indicated on these maps, the greasewood
reference area is located west of Reed Wash.
Since nearly all areas corresponding to the Industrial Vegetation type are
almost totally devoid of vegetation and consist of barren refinery sludge or
evaporation ponds, or constructed berms or dikes, roads and excavated
barrow areas, there will be no corresponding revegetation success standard
for this vegetation type. These areas will be reclaimed as required by Rule
4.15.10.
The greasewood reference area was sampled for vegetation cover,
herbaceous production, and woody plant density. Species diversity was
determined utilizing total vegetation coverdata. Sample adequacytesting was
performed on both the pre -mine and reference area data to insure that
representative cover and production data had been obtained at the
appropriate confidence level.
As indicated in Rule 4.15.7 (5) the 10 -year liability period will begin following
the last year of augmented seeding, fertilization, irrigation, or related
revegetation work. To facilitate bond release, revegetation success criteria
must be met for two of the last four years of the liability period excepting that
sampling for final success determination cannot occur prior to year 9 of this
period. The liability period will be re-initiated for augmentation work excepting
Permit Application 2.05-36 04/11
