The inspection
was conducted aerially by Harry Ranney of the Colorado Division of Reclamation, Mining and Safety (DRMS).
Images were analyzed and the report prepared by me, Robin Reilley also of the DRMS. As this was an aerial
inspection, no Trapper Mine representative was present. The weather appeared clear. Main haul roads appeared
to be in good repair and no hydrologic or air quality issues were detected from the imagery.

INSPECTION:
GENERAL MINE PLAN COMPLIANCE:
It appeared that coal was being loaded and 100 ton haul trucks were operating transporting coal and
ash. Draglines where casting spoil. The blasting rig was in place. It appeared work was taking place
in a constructed drainage.

Photo 1: Site overview, active mining area.
