EXHIBIT E <br /> RECLAMATION PLAN <br /> ' Introduction <br /> This site will be mined and reclaimed in order to create a stable and sustainable environment. The <br /> proposed final land uses for the site are water storage and residential.There will be two parts to the <br /> ' reclamation process on this site. The first will initiate during the beginning of mining and will consist of <br /> the creation of a slurry wall around the mine boundary. The slurry wall may be constructed before mining <br /> ' begins, or afterwards as finances allow. The slurry wall will minimize the need for dewatering as mining <br /> progresses down, and will also allow the storage of water post mining.The overall reclamation,focusing <br /> on topsoil placement and revegetation with drought-tolerant native or adaptive plant species, will <br /> ' commence at the end of all mining due to the single mining phase. Since mining, agriculture, water <br /> storage, and residential are the common land uses in this area,the proposed reclamation will be <br /> appropriate in this location. <br /> ' Site reclamation concepts are detailed Exhibit F—Reclamation Plan Map. The estimated acreage to be <br /> topsoiled will be approximately 4.62 acres, assuming a perimeter of 4,240 linear feet and 47.5 feet of <br /> ' shoreline.The final size of the water storage area will be quite similar to the original boundary. The shape <br /> will change slightly to conform to the owner's requirements for future use. <br /> The main access road to the mine, off O Street, will likely remain as is after mining is complete. If there <br /> ' are any additional roads throughout the site that will not be necessary for future access, they will be <br /> reclaimed with vegetative cover to stabilize the soil and minimize erosion. <br /> ' The following sections provide additional information to be in accordance with Rule 3.1 within the Rules <br /> and Regulations. <br /> ' Time Limit and Phased Reclamation <br /> As stated by section 3.1.3,each phase of reclamation shall be completed within five years.This five year <br /> period will be applied separately to the slurry wall and the final site revegetation. If any extension is <br /> desired for one of these two phases, the Board or office will be contacted. <br /> Reclamation Measures—Material Handling <br /> Site grading will be performed to create a final topography appropriate with the proposed final land uses. <br /> 1 Excess overburden will be available to create the final reclamation boundary desired by the land owner. <br /> Stockpiled topsoil will also aid in creating the final reclamation site. If applicable,the applicant will <br /> provide to the Division the appropriate notices and affidavit certifying that the material used for topsoil is <br /> clean and inert in accordance with Rule 3.1.5(9) of the Rules and Regulations. <br /> ' Final grading will take place after mining is completed, approximately 10 years from the start in 2019. <br /> Since the site will be mined at a 3:1 slope, the need for backfill will be limited.
