<br />Dear Mr. Strand:
<br />
<br />The Division of Reclamation, Mining and Safety hereby issues notice, in accordance with Title 34,
<br />Article 33, Section 118, Paragraph 3, of the Colorado Revised Statutes, that on November 14,
<br />2018, an application to revise coal mining operations at the Colowyo Coal Mine was considered
<br />complete for the purposes of filing. All review and comment periods as provided in the Act and
<br />the Regulations initiate from this date of filing.
<br />
<br />TR-128 proposes to upgrade the existing road (pre-mining road) up Taylor Creek from Haul Road
<br />A to the East Taylor Pond. The proposed upgrade will include adding road base and gravel to the
<br />existing surface. Tristate Generation and Transmission Association Inc. is also requesting that the
<br />Taylor Creek Access Road be retained as a permanent feature as the road is the only access point
<br />up the Taylor Creek, and is necessary to support post-mining activities within the valley. The
<br />applicant is not proposing additional surface disturbance outside of the area currently approved for
<br />disturbance.
<br />
<br />The surface coal mining operation is on land located approximately 28 miles South of Craig,
<br />Colorado. The permit area is further described as follows:

<br />All or portions of Sections 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 14, 15, 16, 17, 18, 19, 20, 21, 22, 28, 29, and
<br />30 in Township 3 North, Range 93 West; Sections 7, 13, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 26,
<br />27, 28, 29, 30, 31, 32, 33, and 34 in Township 4 North, Range 93 West; Sections 1, 2, 3, 10, 11, 12,
<br />13, 14, 15, 22, and 23 in Township 3 North, Range 94 West; and Sections 12, 13, 23, 24, 25, 26,
