1.2 Purpose and Objectives <br />Waters treated by the proposed pond -wetland system will flow into the 6MN pond, which currently does not <br />discharge. TC intends to drain this pond to allow a controlled flow to Fish Creek. The purpose of the passive <br />treatment system is to reduce mine water contaminants to acceptable limits prior to discharge. This technical <br />memorandum outlines the constructed wetland passive treatment configuration, design and cost <br />information. A list of abbreviations and acronyms is provided at the end of the report. <br />1.3 Location <br />Foidel Creek Mine is located in Routt County, approximately 20 miles southwest of Steamboat Springs, <br />Colorado at an elevation of approximately 6,800 feet. The 6MN Reservoir and the Fish Creek discharge point <br />is located approximately 2.5 miles north of the mine (Figure 1-1). <br />On average, Steamboat Springs receives approximately 24 inches of rain and 166 inches of snow on an <br />annual basis. Average evaporation rates range between 5.5 to 7 inches during the summer and 2.6 to 4.5 <br />during the fall. The mean annual temperature at Steamboat Springs is 38"F with temperatures being as high <br />as 82°F in the summer and as low as 0-3°F in the winter. Freezing temperatures can occur during any month <br />of the year and the average annual growing season (above 20 "F) of irrigated land near the Yampa River <br />(tributary basin of Fish Creek) and Steamboat Springs is 102 days (Colorado Water Conservation Board and <br />USDA, 1969).
