No relocation of topsoil is proposed. <br /> (5) The operator will take measures to assure the stability of replaced topsoil on <br /> graded slopes by roughing the subgrade to gain a mechanical bond to the <br /> topsoil being replaced. This should insure the elimination of any slippage <br /> zones. <br /> (6) It is the operator/applicant and landowner's opinion that the topsoil present <br /> on site is adequate to establish the seed mix recommended by the NRCS. No <br /> replacement topsoil is planned to be imported for reclamation. <br /> (7) Fertilization: The local NRCS field office recommends that if a soils test is <br /> not performed to determine the proper fertilizer requirement that forty (40lbs) <br /> pounds per acre of each of available elemental nitrogen (N) and phosphoric <br /> acid (P205) be used. Mulch should be applied to the area to improve the soils <br /> ability to maintain plant life. Grass hay or cereal grain straw that is free of weed <br /> seeds is recommended for mulch. Apply 4,000 pounds of mulch per acre; <br /> making sure it is evenly spread over the area. The manure must contain at <br /> least 60% (by weight) heavy chunks of five inches or more in diameter. <br /> Granular or powdery manure will not meet specifications. <br /> (8) Vegetative piles, if any, will be minimal and shall be utilized in the <br /> reclamation of the mine site. <br /> 3.1.10 Revegetation <br /> (1) In the revegetated areas, the reclamation plan has been designed for <br /> pasturing cattle with grasses that self-regenerate without continued <br /> dependence on irrigation. Fertilization will be as per NRCS recommendations. <br /> (2) No forest planting is planned. This is not consistent with the reclamation <br /> plan of rangeland. <br /> (3) The operators/applicant and landowner choose to have this site reclaimed <br /> as rangeland, therefore, all slopes will be 3H : 1 V or flatter. Seeding will be <br /> accomplished by grassland drill equipment, where feasible, and broadcast in <br /> other areas. <br /> (4) The local Soil Conservation District will be consulted to ensure the best <br /> possible revegetation scheme. The Division of Reclamation, Mining and Safety <br /> (MLRB) along with the South Pueblo County Soil Conservation District and the <br /> Natural Resourpes Conservation Service (NRCS) along with the landowner will <br /> determine when grazing may start. Normally at least two years of protection is <br /> needed. <br />
