6.3.2 EXHIBIT B —Site Description <br /> Items (a)-(c) below must be addressed to the extent necessary to demonstrate compliance <br /> with the applicable performance standard requirements of Rule 3. At a minimum, the Operator <br /> /Applicant shall include the following information. <br /> (a) a description of the vegetation and soil characteristics in the area of the proposed <br /> operation. <br /> Site Vegetation <br /> Since the site has been covered with mine waste,the vegetative make-up of the site cannot be <br /> precisely determined. However, the adjacent areas may give some indication as to what <br /> previously existed on the site. According to a 2003 soils survey, the dominate site vegetation <br /> was likely composed of the following plant species: <br /> Ponderosa pine, Rocky Mountain Douglas fir, mountain muhly, Kentucky bluegrass, <br /> Arizona fescue, various sedges, mountain brome,prairie Junegrass,pine dropseed, <br /> western wheatgrass, western snowberry, wax current, antelope bitterbrush, Parry's <br /> Danthonia, Griffith wheatgrass, slender wheatgrass, Sandberg bluegrass, and <br /> Letterman's needlegrass. (This assumes the site was composed of soils similar to the <br /> adjacent Soils Unit 60. This Unit consists primarily of Kittredge soils, Rogert soils and <br /> Troutdale soils.) <br /> There is no information in any of the existing soils reports on the site's vegetative productivity <br /> or plant cover. However, the average annual precipitation given for the soils unit is 17 to 21 <br /> inches of annual precipitation. The proposed seed mix will consist of plant species within the <br /> precipitation range. (We recommend that those species which thrive toward the lower end of <br /> the precipitation range be approved since more drought tolerant species will have the better <br /> chance of establishment.) <br /> 17 <br />
