area, to use vegetative buffers or straw dikes for erosion and <br />sediment control. <br />(ii) Surface and groundwater treatment plan. <br />All surface drainage from disturbed lands is routed through <br />sedimentation facilities. These facilities are monitored and <br />maintained in accordance with 2.05.3(3)(c), Operations Plan, <br />Existing Structures, and will remain so until the disturbed area <br />has been restored. <br />The sedimentation facilities have been designed and <br />constructed to store a precipitation event equal to a 10 -year, <br />24-hour storm. The design storm will be detained a minimum <br />of 24 hours. <br />In most cases, no treatment other than a 24-hour detention <br />time, allowing sediment to settle out, is needed for discharges <br />from the train loadout sediment pond or the stockpile sediment <br />pond to meet state and federal water quality standards. Should <br />treatment be necessary, the water may be retained in the <br />ponds and material, such as flocculent, added to bring the <br />discharge into compliance with NPDES requirements. Water <br />discharged from these ponds is sampled and sent for <br />laboratory analysis. Reports are submitted quarterly to the <br />regulatory authority. <br />Small Area Exemptions <br />As stipulated in Rule 4.05.2(3)(a)(b) the Division may grant <br />exemptions from Rule 4.05.2(1) which states "All surface <br />drainage from the disturbed area, including disturbed areas <br />that have been graded, seeded, or planted, shall be passed <br />through a sedimentation pond, a series of sedimentation <br />ponds, or a treatment facility before leaving the permit area."
