Sector-Specific Benchmarks <br /> Table 0-1 identifies benchmarks that apply to discharges associated with industrial activity from asphalt batch plants <br /> Table O-1. <br /> Sector Parameter Benchmark Monitoring Concentration <br /> Asphalt Paving Mixtures and Blocks(SIC 2951) Total Suspended Solids(TSS) 100 mg/L <br /> P. SECTOR-SPECIFIC REQUIREMENTS FOR CONCRETE BATCH PLANTS — Stormwater only <br /> The requirements of this Part apply to stormwater discharges associated with industrial activity from concrete batch plants(SIC <br /> Code 3273)located at sand and gravel facilities,and to areas of the permittee's facility where those sector-specific activities occur. <br /> These sector-specific requirements are in addition to any requirements specified elsewhere in this permit. <br /> 1. Concrete Batch Plants <br /> Concrete batch plants(permanent and mobile)that operate at sand and gravel facilities,where the facility is permitted for such <br /> operations, may be covered by this permit.Concrete batch plants that operate at sand and gravel facilities,where the facility is <br /> NOT permitted for such operations, must obtain alternate permit coverage,currently under CDPS general permit COR900000. <br /> 2. Additional Practice-Based Effluent Limits <br /> a. Good Housekeeping Measures. With good housekeeping, prevent or minimize the discharge of spilled cement, <br /> aggregate(including sand or gravel),settled dust,or other significant material in stormwater from paved portions of <br /> the site that are exposed to stormwater.Consider sweeping regularly or using other equivalent measures to minimize <br /> the presence of these materials. Indicate in the facility SWMP the frequency of sweeping or equivalent measures. <br /> Determine the frequency based on the amount of industrial activity occurring in the area and the frequency of <br /> precipitation, but it must be performed at least once a month if cement,aggregate,or settled dust are being handled <br /> or processed.The permittee must also prevent the exposure of fine granular solids(e.g.,cement,etc.)to stormwater, <br /> where practicable, by storing these materials in enclosed silos, hoppers,or buildings,or under other covering. <br /> 3. Additional SWMP Requirements <br /> a. Drainage Area Site Map. Document in the SWMP the locations of the following,as applicable:dust control device; <br /> recycle/sedimentation pond,clarifier,or other device used for the treatment of process wastewater;and the areas that <br /> drain to the treatment device. <br /> b. Certification. For facilities producing ready-mix concrete,concrete block, brick,or similar products,include in the non- <br /> stormwater discharge certification a description of measures that ensure that process waste waters resulting from <br /> washing trucks, mixers,transport buckets,forms,or other equipment are discharged in accordance with CDPS <br /> requirements or are recycled. <br /> 4.
