this parcel. Finished product will be loaded onto rail cars in the area for transport to offsite <br /> locations. Stormwater flows in this area will sheet flow to the north side of this parcel and <br /> infiltrate into the ground with no offsite discharge. <br /> A temporary ditch road crossing has been installed across the irrigation ditch on the north side <br /> of County Road HH.5, This crossing consists of a culvert installed in the ditch with backfill over <br /> the culvert to create an access road into Phase 12. <br /> An above grade self-contained dual wall fuel tank is located on the north side of Phase 9 <br /> between the crush plant and screen plant. A fuel cleanup spill kit is located within the fuel tank <br /> area to treat any spills that may occur during refueling activities. Any soils contaminated by fuel <br /> will be removed from the site and landfilled. <br /> Mobile equipment, i.e. loaders, haul trucks, track hoes, etc., will be used to mine and move <br /> product around the site. Machinery lubrication and oil changes will be done by a mobile service <br /> for all equipment on site. This service will be responsible for ensuring that any oil or grease spill <br /> that occurs as a result of their work is appropriately cleaned up and reported. <br /> No significant spills or leaks of oil or toxic or hazardous pollutants have occurred at exposed <br /> areas, or areas that drain to a stormwater conveyance, in the 3 years prior to the preparation of <br /> this stormwater management plan. A fuel tank is located in the actively mined Phase 9 which <br /> could be a source of fuel pollutant. Should a spill or leak occur within the actively mined area <br /> Discharge Point 001 would be affected. <br /> 3. STORMWATER QUALITY CONTROLS <br /> A. SWMP Administrator <br /> The SWMP administrator will be Ron Peterson. He will be the project contact, and will be <br /> responsible for implementing, maintaining, and revising the SWMP throughout the duration of <br /> the project. He will have day-to-day control over the project and will ensure that the all SWMP <br /> conditions are met. He will be doing the inspections and reports for this permit. <br /> B. Materials Handling and Spill Prevention <br /> The mining operation will proceed in 17 phases. The mining and reclamation of Phases 1 <br /> through 4 are complete. Phases 8,9,11, and 12 are in the process of being mined. <br /> Delivery trucks will enter the site using County Road 9 and County Road HH.5 to the pit <br /> entrance, then proceed north on the pit entrance road into the pit. The scale house is located on <br /> the west side of the pit entrance road north of County Road HH.5 and immediately west of <br /> Phase 17. Delivery trucks will be loaded within the pit adjacent to the stockpile of the product <br /> they are loading. Once loaded they will return to the scale house location to weigh their loads <br /> and receive delivery tickets. They will then exit the pit using County Road HH.5 and County <br /> Road 9.The entrance road runs adjacent to the west side of Phases, 1, 3, 9, 12, and 17. <br /> A dedicated trash dumpster will be used. Procedures for waste disposal will include placing the <br /> waste from the dumpster in haul trucks. The waste will then be removed from the site and <br /> landfilled. The vendor PAO employs for the trash dumpster shall provide phone numbers and a <br /> call list for contacting the supplier if a spill were to occur. The call list will be shown in this plan <br /> and kept updated. Dumpsters will be placed adjacent to the scale house. <br /> 3 <br />
