Everist, Incorporated (L.G. Everist or LGE), as Permittee/Operator respectfully submits this Acreage Release
Request for release of 63.3 acres of the 65.0 acres of east side of the Carbon Valley Resource, DRMS Permit#
M-2001-017. Please see the attached Division of Reclamation, Mining and Safety's (DRMS)form, Request for
Full or Partial Release of Permit Area/Surety Reduction.
L.G. Everist has completed the reclamation on the"Carbon Valley Parcel" of the Carbon Valley Resource. The
"Carbon Valley Parcel"comprises the east side of the Carbon Valley Resource, permitted under the Carbon
Valley Resource's DRMS Permit M-2001-017. To further describe the"Carbon Valley Parcel," it is comprised of
the Areas A and B in the east side of Carbon Valley Resource, which is depicted in the modified Exhibit F:
Reclamation Plan Map (Revised 7-2018). Exhibit F has been modified to better show the areas which we are
requesting to be released. See the attached map, Release Request September-2018, Exhibit F: Reclamation
Plan Map (Revised 7-2018)for a depiction of the areas to be released.
Details on the Reclamation,Areas to be Released, Areas to Remain in the DRMS permit
As you'll recall, L.G. Everist submitted a Technical Revision to update the Reclamation Plan Map of the Carbon
Valley Resource in July-2018. The reason was to remove an abandoned oil/gas well from the reclamation plan.
The Technical Revision was approved by the DRMS on July 16, 2018.
L.G. Everist's reclamation of Areas A and B includes the completion of the following: construction, testing and
approval of the compacted clay wall liner; backfilling; sloping; grading and seeding of the site. Access roads have
been graded and graveled to allow for future development and reservoir operations by The Town of Firestone.
The reservoir liner in Area B has been approved and certified by the Colorado Office of the State Engineer(SEO)
and meets the SEO's strict design standard. (See attached copy of the SEO's Clay Liner Approval letter, dated
09118118.)
L.G. Everist has completed all the reclamation on 63.3 acres of the"Carbon Valley Parcel"of the Carbon Valley
Resource as per the Carbon Valley Resource DRMS Permit, including the initial seeding of all areas requiring
vegetation. The"Carbon Valley Parcel" has received two rounds of initial seeding to comply with DRMS
vegetation requirements. Reclamation seeding and fertilizing was done in April-2018 and again in late August-
2018. L.G. Everist has been actively controlling weeds with weed-spraying and mowing over the years. In 2018,
weeds were sprayed in May-2018, and the reclaimed areas were mowed in June-2018 and in early August-2018.
The acreage that LGE is requesting the DRMS to release is 63.3 acres, which includes all of Area A(10.6 acres)
and most of Area B (52.7 of the 54.4 total acres). By releasing the majority of the"Carbon Valley Parcel"from the
DRMS permit, the Town of Firestone can take over the property for water storage reservoir development.
f\/_r1R11AC_ArrcnAReloeeReniocf_+nFC_Cnn7l11R rl.,ry Q—f.;f.,4;f;o.f ne.;17n49Z 417n nnne nc7n A4"
