The FONSI Record of Decision added the following stipulation regarding staining to mitigate aesthetic <br /> impacts. <br /> • If lighter color rocks are visible from below and a review of photographs from the KOPs shows <br /> staining is necessary, then one step products such as Permeon will be applied by an authorized <br /> applicator using a backpack-mounted manual sprayer. The application will be done under the <br /> supervision of USFS personnel and only once in a given area. <br /> As the bulk of the harvesting activity on USFS lands will occur in a depression or behind trees, the scenic <br /> resource degradation is not expected to be a problem. However, should staining be necessary, it will be <br /> done as part of the contemporaneous reclamation for that harvesting area. As an example, if an area is <br /> identified as needing staining in Year 3 but harvesting continues in that area for several more years, then <br /> staining will be done when that area is reclaimed. If any temporary harvesting road requires staining, then <br /> staining will be done as part of contemporaneous reclamation when that road is no longer needed for <br /> harvesting. The operator may propose other solutions to darken the lighter rock areas such as covering <br /> the light areas with dark surface rock from another screened area in lieu of staining. These alternate <br /> solutions will be implemented only if the USFS and Colorado DRMS approve them. The existing <br /> disturbance on private lands is excluded from the EA as the USFS has no jurisdiction on private lands. <br /> Revised: 09/18/2018 <br /> 8 <br />
