processing. The crew also drives a pick up to and from the site on the days harvesting occurs. See Figure
1 in Exhibit A, Exhibit C and Exhibit F.
No buildings or processing equipment are required as the rock will be hauled to another location for
processing. The existing slopes on the surface range from 5 to 60 percent. See Exhibit C Mine Plan. The
slopes are expected to be stable since the angular nature of the talus material stabilizes the rubble material
and any soil present. TR-01 was approved in 2001 for the ramp constructed up the slope to the previous
harvesting area in the northeast corner of the Marble Airfield, LLC property and the use of 2:1 H:V
slopes for reclamation. The ramp constructed on the Marble Airfield property has been left for
landowner use and is not used as the property has been removed from the permit area by Technical
Revision AR-3 in 2015.
On USFS lands, tree islands greater than 20 feet in diameter and individual conifer trees greater than 3
inches dbh will be avoided. All standing trees and snags will be left in place for cavity nesting birds and
wildlife cover. No tree clearing for harvesting operations will occur without prior authorization from the
USFS. To date, disturbed acreage has ranged from 0.0 to 0.64 acres annually while the reclaimed acreage
has ranged from 0.0 to 0.82 acres annually. The contemporaneous reclamation practice keeps the net
disturbed acreage less than 1 acre. Contemporaneous reclamation will be continued on the USFS lands.
Storm water from the harvesting area will be directed through a series of check dams in a ditch and silt
fence prior to discharge onto the talus slope. If the harvesting uncovers more talus slope material only,
then no sediment control is anticipated as this condition represents the historic drainage condition. No
impoundment or detention facilities are needed.
Topsoil or plant growth medium is present in small areas under trees and shrubs. To date insufficient
topsoil has been encountered to warrant stockpiling. Topsoil material exposed during the grading of the
disturbed slopes is seeded and mulched. If no plant growth medium material is encountered, the
remaining rock surfaces will be graded to match the natural slope or a 2:1 H:V which ever is flatter. On
USFS land the harvested area be regraded only. The larger trees, plus 12" diameter, will be left in place
to enhance the post mining land use.
The current weed control plan of inspection and spot spraying of weeds will continue per the letter from
Gunnison County(on file with 112 permit). On the USFS lands, the weed control plan will be
supplemented by the weed control practices that are in accordance with the WRNF Invasive Plant Species
Management EA (FS2007). Preventative action will include cleaning of vehicles and equipment prior to
bringing them into the project area.
The harvesting area is located at elevation 8,000 which is approximately 190 feet above the Crystal River.
The harvesting operation is not expected to encounter any ground water. No impacts to existing water
rights are anticipated because no water is required for the operation. No refuse and acid toxic producing
materials are present in the talus slope. No explosives are used in the harvesting activities. Equipment
will be fueled from tanks mounted in the back of pick-up trucks. No storage of fuel in tanks on site is
anticipated. The primary commodity to be harvested is the angular and moss rock on the talus slope. No
secondary commodities are present on the talus slope. The primary product is building stone.
Revised: 09/18/2018.
6
