shade for new grasses, are a means of holding snow on the seedbed longer, and protect seedlings
from wind and water erosion until the planted species are firmly established.
Constantly throughout the year, during all phases and areas of the mining operation, the Operator
may determine if any additional weeds are present. If any new species of weeds are found, Lake
County and the Division will be consulted in order to formulate the best plan for the new
infestation.
6. Revegetation Success Criteria
It is suggested that revegetation of the reclaimed area should be deemed successful when the
perennial vegetation in this area is self-sustaining and adequate to control erosion. Topsoil
replacement procedures and the revegetation plan outlined earlier should be more than adequate
to achieve this goal. The majority of the post-law site is reclaimed using standard procedures for
restoring rangeland use although the true post-mining land use is open rangeland, pond space,
and potentially residential.
Revegetation of substitute topsoiled areas currently in reclamation has proven difficult in other
placer mine areas, i.e. the Fairplay-Alma mining district. Thus the Operator requires flexibility,
with consultation from the National Resource Conservation Service (MRCS), to change the
seeding and revegetation of these pre-law areas. Flexibility with the species of seed mix applied,
seeding method, and mulching will help ensure successful revegetation of long unreclaimed
areas. The NRCS and the DRMS will continue to be consulted on methods to achieve success on
all pre-law areas to be disturbed with renewed mining efforts.
The revegetated area will be monitored for successful reclamation until accepted by the Division.
If revegetation failures occur prior to release, an analysis of the site will be conducted and the
area will be revegetated again as necessary. These areas will be deemed adequately reclaimed
when vegetation is established to control erosion and noxious weeds are not present in any
significant amounts and all of the conditions of Rule 3.1.10 are met.
7. Monitoring Reclamation Success
Ongoing monitoring of reclamation will require minor revisions to assure efficient and
successful reclamation. The Operator plans to use the local NRCS office to assist in determining
Box Creek Placer Mine Greg Lewic4i and Astocialrc PLL(
September 2018 E-5
