EXHIBIT A LEGAL DESCRIPTION
The site is located along the eastern valley of the Sawatch Range in its northern extent
approximately 8.5 miles south-southwest of Leadville, Colorado. The property is bounded by
rangeland,wetlands and/or subalpine coniferous forests to the north, west and east. Slumped
landslide deposits exist to the southeast. The Pan-Arc residential subdivision and the Bureau of
Reclamation's Mount Elbert Forebay are south of the site along with the Twin Lakes,
approximately 1.5 miles south of the proposed permit boundary. The Jelen Pit—Willow Creek
Mine, DRMS #M-1983-011, is directly adjacent to the northwestern extent of the site. Corske
Creek enters the site from the southwest corner and terminates within the central portions of the
proposed permit area as it enters the historic dredge piles. Box Creek enters the site from the
northwest and terminates in the northern central most portion of the site. The property is
bordered by County Road 24A to the north; County Road 24 to the south; and County Road 10
that services Highway 24 to the east. A legal description is shown on Map C-1 that is included
in Appendix 2. A general location map is enclosed as Map B-1.

A combined tract of land located within the northern half of Sections 5, 4, and 3, Township 11
South, and the southern half of Sections 32, 33, and 34, Township 10 South, Range 80 West of
the Sixth Principal Meridian, Lake County, State of Colorado and being more particularly
described as follows:
