Exhibit D: Mining Plan <br /> a) Mining will be conducted in 64 approximate yearly blocks as outlined on the attached mining <br /> plan map. The mining rate and area of mining are current best estimates as determined by both <br /> the market for Industrial Sand and on site conditions. The surface area of the blocks vary in size <br /> in relation to the depth of deposit, and were divided such that each yields approximately 4.0 <br /> million tons of raw material. Active mining will occur one block at a time likely using excavators, <br /> dozers, and/or front end loaders as applicable, unless the rate of mining as determined by the <br /> market changes. Waste product from the plant will be placed behind the active excavation as <br /> applicable and will be used to regrade and contour the operation. With the exception of <br /> possible topsoil removal and salvage for the subsequent year and active backfilling and <br /> reclamation activities, only one block will be utilized for mining at a time. <br /> b) Topsoil removal and stockpiling, the hauling of material to the plant, and the hauling, placing, <br /> and grading of waste material for reclamation are expected earthmoving and hauling activities <br /> and will be conducted appropriately throughout the life of the mine. Operations will be <br /> conducted using appropriate Best Management Practices (BMP's)for storm water control, <br /> ground water protection and fugitive dust mitigation. <br /> c) Please refer to Exhibit G for more information on water. Currently, no dewatering, <br /> impoundments, or significant diversions are anticipated for operations. Operations will be <br /> conducted with a Spill Prevention Control &Countermeasure (SPCC) as well as Storm Water <br /> Pollution Prevention Plan (SWPPP) <br /> d) Please refer to approximate timetable in section e. Actual timing of activities will be determined <br /> by market conditions. <br /> e) Please refer to Table 1 and Map 1 to see the anticipated progression of mining. Capacity at the <br /> plant is currently anticipated to be 2.4 million tons of final product, so each block represents <br /> approximately one year of mining. Actual rate of mining will vary be depending upon market <br /> conditions for industrial sand. <br /> f) The deposit to be mined is Eolian sand dunes that have been reworked by both alluvial and <br /> fluvial process. Please refer to Exhibit D Map 1 for estimated thickness of reserve across the <br /> affected lands. Little to no overburden is anticipated, however a range of 0-5 feet of topsoil was <br /> accounted for and averages to approximately 2 feet for the site from onsite boring logs <br /> completed for the applicant. <br /> g) The primary commodity of extracted is Industrial Sand for use in hydraulic fracturing. <br />
