Sep ember 27 2018 RECEIVED
DNR Colorado G Y ED
Division of Reclamation, Mining & Safety OCT 0 2 2018
1313 Sherman St. Room 215
Denver, CO 80203 DIVISION OF RECLAMATION
Attn: Mr Peter Hayes, M NENG ANQ WETy
Environmental Protection Specialist
Ref: Notification to Clear Creek County Board of County Commissioners
Amendment application (Rule 1.10)
Amendment Application (attached) Undated, Case File-Unidentified, Rec'vd CCC Sept 14, 2018
Douglas Mountain Mine, Clear Creek County, CO
(Original) File No. M-201"16
Sir—really?! It is inconceivable that this monstrous travesty against the natural scenic and
welfare of the area wildlife, known as Douglas Mountain Preserve, is still being considered by
the Colorado Division of Reclamation, Mining& Safety. That the Division of M&S would even
entertain reviewing (again) a plan which will, for over 20 years, not only disrupt the Colo. Big
Horn population and other traversing herd animals, endanger the fish and water quality of
Clear Creek, overtax the traffic flow of the County through our already congested section of
Hwy(s); endanger the health and well being of the Clear Creek County citizenry (especially the
near-by Town of Empire) with dust, noise and emission pollutants—this is unconscionable.
Does somewhat reducing the acreage (now, 68.2) and resubmitting this project as an
Amendment Application with a less offensive description (anticipate end use—construction
materials)in any way change the nature of this atrocious clanking collection of collagenous
dirt, the disruption and loss of dignity; deteriorate the economic basis, health and overall
quality of life for our County?
What of the officially undisclosed, yet subsequent "gold processing operation, the planned
cement processing and asphalt processing" attested to by Greg Lewicki &Associates in public
forum...
Even, if the Division cares not to address the aforementioned health& environmental
indignities of this operation; thus abandoning it's Division stated credo of environmental
protection;has the disruption of the palustrine evidenced surface/sub-surface (perched) water
through a majority of the eastern border section of this land actually been independently
investigated and given proper consideration? This detail could not have been missed by any
competent, certified independent survey company drilling actual test bores and legitimately
submitting their required resultant data. As of May 31, 2018, no evidence of any bore sites
were found through this affected area (nor evidenced anywhere else on the larger site) even to
the on-site overview of the DNR Division of Water Resources representative; Mr. Don Baggus.
In order to attain a traversable grade to the east, accessible by the inbound and product
loaded outbound truck traffic (every 47 seconds) facilitating the attested to, "anticipated 300
trucks per 8 hour day" cL Assoc this eastern gradated rise would necessitate being cut through
vertically by a roadbed, down twenty to forty feet through overload strata to achieve even a 6%
grade. Slicing directly through the swath of these surface/sub-surface hydro fans which
sustain the local wildlife, support vegetation on the adjoining properties below and eventually
flow into the West Fork of Clear Creek. Please—think this over carefully...
pl. wick
Clear Creek County/Empire resident
Don Baggus:Deputy Water Commissioner Dis`
Colorado Department of Water Resources
Greely, Colorado 970-352-8712 donaldbaagus@state.co.us
attached:CCC cover&application copy for ref.
cc:CCC attn:A.Springer,Sr.Planner, Georgetown, CO—Clear Creek Courant—Denver Post
from:the Bard Creek Valley-pl. wick-PO.
