Dear Ms. Binns:
On behalf of Bowie Resources, LLC, attached is a Technical Revision application to incorporate a
reclamation plan for removal of ponds W-1 & W-2 at the West Mine.
Stipulation No. 59, approved with Technical Revision No. 58 required a site-specific plan for
removal of the culvert in East Roatcap creek, and Ponds W-1 & W-2.
East Roatcap creek is a perennial stream and is considered Waters of the US. Therefore, a US
Army Corps of Engineers permit was obtained to grant permission for Bowie to perform the
restoration work in the creek. Removal of the culvert, approximately 650' long, will be done
late summer or early fall, when flows are at their lowest. After the pipe is removed and the
channel is restored, rip rap will be placed in the channel to help prevent erosion. Removing
the ponds will generate about 6,000 cubic yards of excess material. This material will be placed
on the adjacent western slope at an approximate gradient of 3H:1V, which is the approximate
original slope angle. Reclamation work will be in accordance with Rule 4.05.4(3).
As discussed in section 2.05.4(2)(d), there is no topsoil available for reclamation of the ponds.
The reclaimed site will be prepped and seeded with the Permanent seed mix as discussed in
section 2.05.4.
Please see revised Map 8A-19, which has been renamed Post -Mining Contour Map — West
Mine. In addition, the USACE permit is attached for inclusion in Volume 8A. The NPDES Permit
Appendix will be revised to be NPDES/USACE Permit Appendix.
