September 19, 2018 C-1981-008/New Horizon Mine BFB <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 3 of 6 <br /> <br /> <br />GENERAL MINE PLAN COMPLIANCE: <br /> Coal was being loaded from the coal stockpile onto haul trucks and hauled to the power plant. No dust <br />was seen during the loading process. <br /> <br />OTHER (SPECIFY): <br /> A meeting was held with Jim and RoseAnn Guire who had questions about their land within the permit <br />boundary that lies south of BB Road. ERMR was not present for the meeting. Their questions were about <br />irrigating the land between the disturbance boundary and the permit boundary. I will follow up with the Guires <br />after further research. <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance 4.03.1(5) and <br />(6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br /> The Lincoln Haul Road was being watered for dust suppression. The haul road was in good condition. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> Tamarisk plants were noted by the inlet of Pond 16. A crew dug up the plants during the inspection. <br /> <br />Some tamarisk plants were noted in ditch C4A. These need to be treated. <br /> <br />The whitetop and knapweed by the Morgan topsoil piles has been treated (photo 3). Several new sprouts of <br />knapweed were noted and need to be treated. <br /> <br />The irrigated pasture reference area was recently cut. The hay was in windrows. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> The perimeter of the Morgan field had been cut and windrowed (photo 4). The northwest corner of the <br />Morgan property appeared to be stable. The sediment control structures were in working order. <br /> <br />SIGNS AND MARKERS – Rule 4.02: <br /> The permit boundary signs and markers were in place around the Morgan field, around the facilities area <br />and by ponds 9, 13, and 15. <br />Stream buffer zones signs were in place around ponds 13 and 15. <br /> <br />TOPSOIL – Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The ring ditch around topsoil pile 4 was in good condition (photo 5). <br /> <br />The sediment control wattles around the eastern Morgan topsoil pile need to be repaired.
