Randall, Executive Director | Virginia Brannon, Director <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />September 24, 2018 <br /> <br />Re: West Elk Mine (Permit No. C-1980-007) <br /> Technical Revision No. 146, (TR-146) <br /> Initial Adequacy Review <br /> <br />Dear Ms. Welt, <br /> <br />The Colorado Division of Reclamation, Mining and Safety (Division) has completed the initial <br />review of materials submitted by Mountain Coal Company, LLC (MCC) in support of the TR-146 <br />application, and has the following comments: <br /> <br />1. Using a georeferenced copy of proposed Map 51, the area of the proposed workings <br />within the boundary of Federal Lease C-1362 was measured at 12.7 acres. <br />No action is required. <br /> <br />2. Using a georeferenced copy of PROPOSED LWE14 MVB’S and ROADS, the length of <br />proposed new roads was measured at 3191 feet. Using a standard value of 25 feet for <br />the road width, a total disturbance of 79,775 square feet, or 1.83 acres, is estimated for <br />roads. <br />No action is required. <br /> <br />3. Using Map 17 from the currently approved PAP, the elevation of the E-seam at the <br />location of the proposed MVBs is estimated at 7550’. The ground elevation at the <br />location of the proposed MVBs is between 7900’ and 8200’. An average hole depth of <br />600’ is used for holes on the LWE14 panel, for cost estimating purposes. Other cost <br />estimating assumptions are as for PR-15. The Division has calculated the Reclamation <br />Cost Estimate for disturbance associated with TR-146 as $27,292.73 <br />Please review the attached draft cost estimate and respond with your comments. <br /> <br /> <br /> <br /> <br /> <br /> <br />Kathleen G.
