EXHIBIT E—Reclamation Plan <br /> The reclamation plan will remain as it was in the original application. It is repeated here as <br /> in the original application. Any changes are noted in bold. <br /> The primary reclamation plan for the pit is to allow the floodwaters of Sandy Creek to smooth <br /> out and reclaim the creek flow area. That portion of the pit will essentially be returned to being a <br /> dry, creek bed at the completion of the operation. The current creek area only has a vegetative <br /> cover in dry periods. Floodwaters destroy such vegetation periodically. No topsoil will be put in <br /> the creek bed since it would only be washed downstream during the next heavy rainfall. The <br /> area on each side of the creek and the creek banks will be back sloped from the bottom of the pit <br /> area to the original ground elevation at a slope no steeper than 3:1. Those areas will have topsoil <br /> replaced, then be seeded according to recommendations received from the Haxtun Natural <br /> Resource Conservation Service. <br /> a) The creek bed currently has gravel at the surface. There is no topsoil in the creek bed <br /> itself. Areas lying outside the creek bed have topsoil ranging from 4-5" in depth. The stockpiled <br /> topsoil will be spread evenly over the prepared area. All topsoil will be replaced before seeding <br /> of the pit occurs. We estimate that approximately 3' to 5" of topsoil will be replaced during <br /> reclamation. All of the stockpiled topsoil will be returned, but the depth could vary depending <br /> on what was stockpiled in that particular area. <br /> That topsoil will be stockpiled and returned during the reclamation process. Those areas will be <br /> re-seeded, as recommended by the attached Phillips County NRCS seeding recommendation, <br /> when completed. The seeded area will enhance wildlife in the area. Seeding rates per acres of <br /> pure live seed suggested are 2.2 pounds of Big Bluestem, 2.0 pounds of Switchgrass, 1.0 pound <br /> of Yellow Indian Grass, 1.6 pounds of Western Wheat grass, and 0.8 pounds of Alfalfa. The <br /> seeding will utilize NRCS standard practice 590 and 595 regarding fertilizer and weed control. <br /> We plan to utilize a no-till drill to seed the grass. If seed were broadcast, the rates would be <br /> doubled. The site will be inspected for noxious weeds on a regular basis. The two driveways <br /> will remain for use by the land owner. <br /> a) Slopes no greater than 3:1 will be left in the completed pit. <br /> b) Sloping will occur as material is mined. <br /> c) Any internal haul roads will be reclaimed as the pit is closed. The access driveways <br /> will be left intact once the mining is complete. <br /> d) There are no other reclamation treatments to note for this site. <br />
