PERMIT #: M-1987-074
INSPECTOR'S INITIALS: SJM
INSPECTION DATE: August 29, 2018
OBSERVATIONS
This was a monitoring inspection of the Dotsero Quarry; M-1987-074 operated by Mayne Block and Stone
Company. This site is located 2 miles northeast of Dotsero, Colorado in Eagle County. I, Stephanie Mitchell of
the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Ms. Jessica Lopez -Pearce
of the Bureau of Land Management accompanied me on the inspection.
This is a 13 acre 112c mining operation for sand and gravel with a maximum allowed disturbance of 13 acres.
The current disturbed acreage is appears to be right at 10 acres. The Division currently holds a financial
warranty amount of $100.00 and $12,273.51 for this site and is adequate at this time. The BLM holds a
financial warranty of 34,500.00.
A mine identification sign was in place at the entrance to the mine site, but was riddled with bullet holes.
Permit boundaries were also missing to clearly mark and delineate the permit area. This is noted as a problem
at the beginning of this inspection report.
The Division requests that a new map delineating the new permit boundary be submitted. There are some
discrepancies in the exact boundaries with an Acreage Release approval in September of 2017. The map
submitted with that release and the annual map from 2017 do not match. This is considered a problem at the
beginning of the inspection report.
There is a very large population of Common Mullein, Halogeton, Flodmans Thistle and Kochia within the
permit area. This is noted as a problem at the beginning of the inspection report. The Operator must combat
invasive weed species per Rule 3.1.10 (6). All weed spraying must be in compliance with State and Federal
Regulations.
The area is used heavily by OHV's. The OHV tracks are on the reclaimed slopes. The Division encourages the
Operator to work closely with the land manager to develop a plan that minimizes public access to the area.
There is no equipment or fuel stored on site.
Responses to this inspection report should be directed to Stephanie Mitchell at the Division of
Reclamation, Mining & Safety, Grand Junction Field Office, 101 South 3rd Street, Room 301, Grand
Junction, Colorado 81501, phone number 970.242.5025.
