On completion of drilling and logging, all drillholes (except those to be completed as monitoring wells—WC013A
and WC-008A) will be plugged and sealed in accordance with State Engineer requirements, and drill-sites will be
reclaimed by removing all equipment and supplies, allowing any mud pits to dry-out, backfilling the pits, grading
any disturbance to blend with the surrounding terrain and reestablish natural drainage patterns, replacing stockpiled
soil materials, and seeding with either the rangeland or dryland pasture seed mixtures (dependent on the pre-
disturbance vegetation community). Drillhole abandonment reports, noting which drillholes were actually
completed, and providing abandonment details, are provided in Exhibit 52, Exploration Drilling Information, and
drillhole locations are shown on Maps 24 and 29.
Site Description:
(3) Mine Facilities
(a) A narrative and maps to meet the standards prescribed in 2.10, describing the location,
construction modification use maintenance and removal of mine facilities in the permit area including all
buildings, structures and utility corridors.
RESPONSE
The existing Foidel Creek Mine surface facilities consist of building structures, material handling system, utilities,
and surface areas as shown on Map 24, Surface Facilities, and listed on Table 49b, Mine Facilities Summary.
Previously disturbed areas within the surface facilities area may be leveled and then utilized for additional storage.
Buildings
The original mine administrative office, a 60 x 36 foot modular trailer structure, was modified to allow for the cold
weather and heavy snow-load of the area. That administrative structure contained eleven offices for the mine staff.
A second administrative office was subsequently added for mine staff. The 36 x 56 foot trailer was located west of
the original administrative office. The trailer contained a bathroom and was hooked up to the existing septic and
water systems. Electrical power was supplied to the trailer by a transformer located on the east side of the trailer.
The location is shown on Map 24, Surface Facilities
As the mine expanded, a new office/bathhouse complex was built to replace the modular trailers, as indicated on
Map 24, Surface Facilities. The office/bathhouse building is of concrete block construction and has dimensions of
approximately 200 x 75 feet. Approximate height of the building is 15 feet. The building was placed on a
reinforced spread-footer foundation and has a reinforced concrete slab floor. The bathhouse/office facility replaced
the former bathhouse trailers, and was constructed adjacent to the operations center as indicated on Map 24
In order to evaluate the existing septic system and leach field for future expansion at the mine a percolation test was
conducted. Approximately six, 4-inch diameter holes, 30-48 inches deep were augured for the percolation test.
After the test was completed, the cuttings were placed back in the hole. Also, an eight-foot deep backhoe pit was
dug so a soil profile could be obtained. After the backhoe pit was logged, it was backfilled. It should be noted that
the activity as shown on Map 24, Surface Facilities, would be within the boundary of the existing sediment control
system. The existing water and sewer systems were found to be adequate and were utilized for the new facility.
The former trailers were removed during the summer of 1993, with a portion of the resulting open area becoming
part of the parking lot. Approximately 3,000 cubic yards of material was removed during excavation for the
foundations and slab, and approximately 400 yards of compacted backfill material was used for the foundations and
slab. In addition, some 850 tons of gravel was compacted beneath the foundations and slab. No other excavation work
is planned. A limited amount of additional dirt-work included contouring of the parking lot area where the current
administration trailer and parking is located, and a possible widening of the access road by some 25 feet, should this
become necessary in the area of the new bathhouse facility. Water and sewer lines from the trailers were capped and
covered.
In 1995, another temporary office trailer with dimensions of 24 x 66 x 12 feet was leveled and blocked south of the
administration building. There were no water and sewer hook-ups, and a 40-foot long buried conduit brought in
RN 17-07 2.05-17.4 02/15/18
