PERMIT#: M-1998-052 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: September 11,2018 <br /> OBSERVATIONS <br /> This was a routine monitoring inspection of the Mascot Placer 112c permit conducted by Eric Scott of DRMS. <br /> DRMS was accompanied on the inspection by permittee representative John O'Hara. This site is an 89 acre <br /> active 112c permit located along the Swan River approximately 6 miles east of Breckenridge on Hwy 6. This <br /> site is primarily a historic dredge spoil (cobble) removal project. Mining activity at this site consists of <br /> removing the historic dredge cobble and leveling the site without exposing the shallow groundwater near the <br /> Swan River. The reclamation plan for the area following the removal of the dredge spoils consists of spreading <br /> a thin layer of topsoil and seeding. Mining activity is currently taking place in the south 1/3 of the permit area. <br /> Although the mining activity is primarily localized to the areas of the historic dredge spoils, the permit <br /> boundary, especially the north, south and southeast boundaries will need to be clearly marked and <br /> maintained. <br /> No mining is taking place in the north end of the site, and it has been leased to a landscaping and nursery <br /> business. There are also two residential cabins in the north end of the permit, although they appear to have <br /> been there since the site was permitted. The permittee will need to submit a technical revision to the <br /> reclamation plan to account for the presence of the nursery/cabins within the permit boundary. The <br /> permittee should also consider at this time if it would be appropriate to seek the release of a portion of the <br /> north end of the permit area where the nursery and cabins are located. <br /> Two other issues were noted during the inspection that will need to be corrected. The first is insufficient <br /> secondary containment the refueling station area. The secondary gravel/plastic containment will need to be <br /> repaired or replaced and proof provided to the Division that it has been done. The second issue is the <br /> exposure of groundwater in the working area of the site due to over-excavation of the cobble (photos 3 and <br /> 4). Groundwater exposure is not permitted at this site and exposed areas will need to be covered as stated on <br /> the first page of this report. <br /> No issues other were noted.
