38 <br />(5) Topsoil heading (with the exception of the small font text) is the approved permit <br />text narrative prior to the Midterm Review No. 6 (MT -6), with minor corrections to <br />improve consistency regarding BCY volumes and LCY volumes. Table 24 (with <br />updates to the year column) is the approved estimate of topsoil resources that will be <br />harvested, live -hauled, and/or stockpiled as the refuse area (RDA) expands and <br />approaches the final approved size. Presently (2014), four benches have been <br />constructed and four bench outslopes have been constructed, covered, topsoiled, and <br />revegetated to an elevation of 7635 feet as shown in Table 24, column 8 (from the <br />left to right). Topsoil has been harvested to the 7685 foot elevation. <br />Table 24 presents a contemporaneous reclamation plan for the RDA, similar to <br />reclamation operations at a surface coal mine. Therefore, the worst-case disturbance <br />reclamation estimate process and "floating bond concept" is appropriate for <br />calculating the reclamation costs over the permit term at the RDA under an <br />operational status. <br />Referencing Table 24, the net stockpile volume column shows that up to 39,168 LCY <br />of topsoil (year 2018) would be in stockpile, significantly more than what would be <br />required for the RDA.
