As described in the meeting, PR-09
proposes extraction of most of the Federal coal that was approved for extraction by the ASLM in a
Mining Plan Decision Document dated April 29, 2016.
Trapper's PR-09 application proposes coal extraction in the east side of Federal coal lease C-079641;
however, the company, while proposing the "N Pit" in PR-09, will not actually extract the Federal
coal on the west side of Federal coal lease C-07519 within the N Pit during the next five years.
According to the company, the Federal coal in N Pit will eventually be mined, but not for another 7
to 8 years. The coal in the west side of Federal coal lease C-07519 will likely be mined by submittal
of a technical revision, and is expected to be submitted to the Colorado Division of Reclamation
Mining and Safety in 4 to 5 years.
In summary, PR-09 does not require a separate mining plan modification approval from the ASLM
because the action was included in the April 29, 2016 mining plan modification decision document,
approved by the ASLM, and the timing of the mining does not affect the approval. Additionally,
PR-09 does not meet the criterial of 30 CFR Part 746 to require additional approval from the ASLM.
If you have any further questions, please contact Nicole Caveny at 303-293-5078 or
ncaveny@osmre.gov.
Sincerely,
Elizabeth Shaeffer, Manager
Field Operations Branch
