Reilley, MS, GISP <br />SL9 2 <br /> <br /> Introduction <br /> <br /> <br />This document presents the findings of compliance in support of a proposed decision of the Colorado Division <br />of Reclamation, Mining and Safety (the Division) in response to a request for a partial Phase I bond release <br />on a portion of the Keenesburg Strip Mine (CEC), Division file number C-1981-028. With this application, <br />Keenesburg Mine requests Phase I bond release over 19.39 acres. <br /> <br />The package comprises the following four parts. <br />1. Summary of the Bond Release Process; <br />2. Criteria and Schedule for Bond Release; <br />3. Observations and Findings <br />4. the Division's Proposed Decision <br /> <br />Background Information Sources <br /> <br />Detailed information about the review process can be found in the Act and the Regulations of the Colorado <br />Mined Land Reclamation Board for Coal Mining; <br />http://mining.state.co.us/SiteCollectionDocuments/CoalRegulations91405.pdf. All Rules referenced within <br />this document are contained within the Regulations. Detailed information about the mining and reclama- <br />tion operations can be found in the permit application on file at the Division offices, located at <br />1313 Sherman Street, Room 215, in Denver, Colorado. <br /> <br />Location of Keenesburg Strip Mine <br /> <br />The Keenesburg Strip Mine is a surface mine permitted and operated by Coors Energy Company (CEC), and <br />located about 12 miles northeast of the Town of Keenesburg. The ownership of the land proposed for bond <br />release is private, and the coal ownership was state and private. CEC requested Phase I bond release on 19.39 <br />acres in 2 parcels. Reclamation for the proposed bond release areas was conducted in 2015 and 2016 for <br />areas 33 (12.46 acres) and 34 (6.93 acres) respectively. <br /> <br />The precise location of the bond release block is depicted on the Vegetation/Revegetation Map of <br />Appendix L-5 included with the SL9 bond release application and depicted in Map 1 on page five of this <br />document. This Findings Document comprises maps created by the Division depicting the bond release <br />parcels, transects walked overlaid on topography provided by CEC, and charts developed by DRMS <br />showing transect cross sections and field collected elevation data points in relation to post-mining <br />topography and the topography submitted with the SL8 application. <br /> <br />I. SUMMARY of the REVIEW and BOND RELEASE PROCESS <br /> <br />Coors Energy Company applied for a partial Phase I bond release under the Colorado Surface Coal Mining <br />and Reclamation Act following reclamation of the Keenesburg Strip Mine with the SL9 bond release <br />application.
