North Berm Future: As development has advanced northward toward the Black Forest not <br /> only are houses built but highway corridors have been established on the surrounding lands. At <br /> present,there is a recently completed section of highway immediately west of the Vollmer Pit <br /> and another to the east. These are intended to be connected. The only part of this major <br /> thoroughfare that is missing is the approximately one mile long section that crosses the northern <br /> edge of the Vollmer Pit. <br /> When that highway is constructed, probably in the next couple of years, it will run right <br /> through the northern berm. Thus,that berm will be destroyed in the highway construction. The <br /> visual berm function originally planned for will be eliminated and replaced with a four-lane <br /> thoroughfare that goes around the northern and eastern side of Colorado Springs. <br /> New Landowner Plans and Desires: Early in 2018 the land where the Vollmer Pit is present <br /> was sold to a new owner, Turkey Canon Quarry Inc. The landowner's interest in the property is <br /> for a residential development. This is compatible with the surrounding land uses that have been <br /> developed in the last few years. In fact, the landowner has a plan for development of the eastern <br /> end of the Vollmer Pit property and that planning is currently being considered by El Paso <br /> County. It is expected that development will break ground sometime in the middle third of 2019. <br /> Alterations to the Reclamation Permit through an amendment will address the rest of the <br /> Vollmer Pit and its reclamation for residential development. The amendment will include both a <br /> change of end use from rangeland to residential use and will include a completely new grading <br /> plan to produce the necessary topography suitable for that use. The county grading plan will <br /> form the foundation for the new reclamation plan to be included in the amendment. <br /> August 27, 2018 Meeting: On that date a meeting was held between the Division, Schmidt <br /> Construction Company, the permittee, and Turkey Canon Quarry Inc. to discuss the future of the <br /> Vollmer Pit and its reclamation. In that meeting it was agreed to allow the northern berm and the <br /> berm in the southeastern perimeter(east of the actual footprint of the pit)to remain at the <br /> landowner's request. Thus,the reason for this technical revision. <br /> What is Included: The accommodation in this revision includes primarily the soil and <br /> overburden material placed on top of the original existing surface. In the southeastern berm no <br /> mining occurred so it includes the ridge of material deposited on the surface to create the berm. <br /> In the northern berm, mining did occur adjacent to the visual berm structure. The disturbance <br /> created by that mining is a separate, mining related disturbance and is NOT included in this <br /> accommodation. <br /> Exposed faces there still need to be reclaimed to a slope no steeper than 3:1. If the future <br /> grading plan calls for a slope less steep that would be acceptable,but no slope can be steeper <br /> than 3:1. The actual berm structure, not including slopes below the berm, if present, have been <br /> adequately revegetated. That area and volume is what is allowed to remain as requested by the <br /> landowner. The future disposition of the berm material will be in accordance with either the <br /> development of the land or, in the case of the north berm, replacement with a county highway. <br /> Thus, recovery of the soil contained in the berm is allowed in either case. <br /> Page 2 of 2 <br />
