EXHIBIT E RECLAMATION PLAN
1. General Reclamation Plan
The total disturbed area to be reclaimed under this permit is 571 acres. Reclamation plans can be
viewed on Map F-1. As of November 2017, approximately 8 acres in the northeastern corner of
the site are reclaimed; 40 of the 571 total acres are currently in reclamation. An internal road will
be left in place in the northeastern corner of the property for the property owner to access and use
the site following mining. Volunteer rabbitbrush readily grows on little to no topsoiled surfaces
reflective of unnined ground conditions throughout the general area. Post-mining land use will
be rangeland on all slopes. All slopes will be reclaimed to 3H:1 V or shallower and no more than
300 lateral feet of highwall will remain in need of gross earthworks at any time. As described in
the mining plan, reclamation will occur concurrently with mining.
Topsoil and overburden from the current mining phase will be used to reclaim the previous
mined out phase. A front end loader and dozer will be used to place and distribute overburden
and topsoil throughout the site. Average cost per cubic yard is $1.50. It is anticipated that
backfilling and seeding will occur at 2 to 3 year intervals until the site is completely mined.
Topsoil will be replaced to an average depth of 2.5 inches. Overburden will be used to cover
existing shallower than 3H:1 V mining slopes to 1 foot depth. as needed. However, due to the
type of mining—dozer push to stockpile—traditional overburden resurfacing may be
unnecessary. This is because the dozer pushdown mining technique inherently results in 3H:1V
side slopes and a pit floor that matches pre-mining slopes of<5H:1 V.
3,400 CY of overburden is necessary to reclaim the 300 foot long highwall worst case scenario,
see Exhibit L and Map F-1 Reclamation. 3,278.300 CY (plus the 10 CY in current onsite berms)
of overburden will be available for use during reclamation. Exact amounts of overburden
required for reclamation are unknown and are potentially unnecessary due to the inherent
shallower than 3H:1 V mining slopes resultant of dozer push to stockpile style mining. However,
the available overburden for potential resurfacing (3,278,300 CY) is more than enough to
reclaim the entire site, if necessary. Therefore, <3,278,300 CY of overburden may be left as
excess and will be available to be: sold and transported off site, applied during final grading of
Garrett Pit X GM UwkU"d Anocktm PLL
September 2018 E-1
