Division finds that CAM Mining, LLC has replaced topsoil in accordance with the approved reclamation <br />plan. CAM Mining, LLC has established vegetation which supports the approved post -mine land use and <br />meets the approved success standard for vegetative cover. The Division finds that the reclaimed area <br />subject to this bond release is not contributing suspended solids to streamflow or runoff outside the permit <br />area in excess of premining levels or in excess of adjacent nonmined areas. For the acreages used to <br />determine the Phase II request, please see Figure 1 attached to the end of this document. <br />PHASE III <br />At the Munger Canyon Mine, 21.97 acres of land are requested for Phase III release. These 21.97 acres <br />are all of the remaining acres at the mine site. These acres include the: permanent access road (total of <br />2.07 acres), the narrowed portions of the mine haul road (1.3 acres), the topsoil stockpile footprint and the <br />reclaimed sediment pond (1.0 acres), the topsoil pile SAE (0.6 acres) the reclaimed refuse disposal area <br />(2.0 acres), the reclaimed portals area (3.6 acres), the reclaimed portal road (6.5 acres), the emergency <br />light use road (1.6 acres), and the reclaimed drill pad access road and drill pad (3.3 acres) transferred from <br />the McClane Canyon Mine. <br />Establishment of Vegetative Productivity, Species Diversity, and Woody Plant DensitX <br />Production data was collected during the 2016 and 2017 growing seasons for the bond release and <br />reference areas. Sample adequacy was achieved for production in both the bond release and reference <br />areas for 2016 and 2017. The production success standard for the bond release block is reclamation <br />production that shall be no less than 90% of the reference area production in a direct comparison test (Rule <br />4.15.8(4)). <br />The allowable herbaceous production in 2016 was 374.9 lbs/ac which exceeded the reclamation standard <br />of 66.4 lbs/ac. The allowable herbaceous production in 2017 was 622.4 lbs/ac which exceeded the <br />reclamation standard of 211.0 lbs/ac. The reclamation production standard was demonstrated to have <br />been met for both 2016 and 2017. <br />Woody plant density data was collected during the 2016 and 2017 growing seasons for the bond release <br />and reference areas. Sample adequacy was achieved for woody plant density in both the bond release and <br />reference areas for 2016 and 2017. The woody plant standard is a technical standard; therefore, <br />reference area data are not used for this standard. The standard is 500 woody stems/ac as outlined in <br />the permit Section 3.0 Reclamation Plan, page 3-21. <br />The woody plant density was 1,733 and 2,825 stems/ac in 2016 and 2017, respectively. The <br />reclamation woody plant density standard was demonstrated to have been met for both 2016 and <br />2017. <br />The diversity standard has 3 criteria as outlined in permit Section 3.0 Reclamation Plan, page 3-21. <br />The criteria require that: a) a minimum of three (3) perennial species contribute a minimun of 3% <br />relative cover, b) at least two (2) of those species must be cool -season grasses and c) no individual <br />species shall represent more than 60% relative cover. <br />Permit Number PEW Page 8 of 12 <br />
