longer any evidence that these sections of the road still exist. Past runoff events have buried the road <br />and returned the creek to the normal natural channel. There are 2.07 acres of the 6.37 requested Phase <br />I acres approved to remain as a permanent access road to help promote the post -mining land use of <br />rangeland. Of the 2.07 acres, 1.2 acres are the permanent "entrance" haul road. The remaining 0.87 <br />acres are the 8 foot wide portion of the mine haul road that was left after the mine haul road was <br />narrowed from 20 feet wide to 8 feet wide in 2007. The last 1.0 acre of the 6.37 acres is for the Phase <br />I request for the reclaimed sediment pond and the topsoil pile footprint. The access road was stable and <br />there were no indications of erosional issues. <br />Reclamation to Approximate Original Contour <br />All of the 6.37 acres requested for Phase I bond release were inspected for the requirements to return them <br />to the approximate original contour. All of the revegetated areas meet the criteria outlined in Section 3.1 <br />of the Permit. The reclaimed contours matched the ones in Figures 2.2-7a, 2.2-7c, and 3.1-2 through 3.1- <br />9. Postmining contours on Figure 2.2-1 accurately reflect the existing conditions observed during the <br />inspection. <br />Summary and Conclusions <br />Based upon a review of the mine permit, the applicant's bond release application, and site inspections, the <br />Division finds that CAM Mining, LLC has completed backfilling, grading and drainage reestablishment <br />at the Munger Canyon Mine in accordance with the approved reclamation plan for 6.37 acres. For the <br />acreages used to determine the Phase I request, please see Figure 1 attached to the end of this document. <br />PHASE 11 <br />Requested for Phase II release via SL -3 are 7.76 acres of land. All 7.76 acres requested for Phase II bond <br />release lie within the 21.97 acres requested for Phase III bond release. These 7.76 acres were associated <br />with the Topsoil Stockpile Pad and the Sediment Pond (1.0 acres), the Drill pad access road and Drill pad <br />(3.3 acres), a portion of the refuse disposal area held back from SL -2 (0.09 acres), Permanent access road <br />(total of 2.07 acres), and the narrowed portions of the mine haul road (1.3 acres). The drill pad access <br />road and drill pad were topsoiled and seeded in 2006. The remaining topsoil from the topsoil stockpile <br />was used during the reclamation of the sediment pond in 2014. Both the pond and the topsoil pile footprint <br />were seeded in the spring of 2015. <br />In May and July of 2007, backfilling and top soiling operations were completed at the mine portal area, <br />the portal access road, the coal mine waste area, the access road and the lower road topsoil stockpile area. <br />Approximately 6 inches of topsoil was placed at all the areas reclaimed outside of pre -mining disturbances <br />and the reclaimed haul road as required in the Munger Canyon Mine PAP. During the construction of the <br />haul road along the steep slopes, no topsoil was encountered and thus no topsoil replacement occurred <br />along the reclaimed haul road. A total of 5 topsoil replacement verification holes were dug along the <br />reclamation areas related with SL -2, in 2014, at the Munger Canyon Mine site. Topsoil verification holes <br />No. 1 and No. 2 were taken at the 1.3 acres of haul road narrowing, No. 3 and No. 4 were taken at the coal <br />mine waste pile, and No. 5 was taken at the mine portal bench.
