TRM installation will be in accordance with recommendations developed by the Erosion Control
Technical Council (ECTC, 2006) or the individual manufacturer's recommendations.
General installation steps are as follows:
1. Prepare a stable and firm soil surface free of large rocks and other obstructions. Apply
appropriate seed mixture.
2. Install TRM after application of seed, mulches (if applicable) and other soil amendments,
unless soil in- filling is required. If soil in- filling is needed, install TRM, apply seed and other
amendments and brush or rake topsoil into TRM matrix.
3. Anchor top of blanket at end of channel section using trench and /or staples /stakes.
4. Unroll center blanket in direction of water flow on bottom of channel. Securely fasten blanket
to soil surface with staples /stakes in accordance with manufacturer's staple pattern guide. If
available, use colored dot pattern corresponding to the manufacturer's recommended staple
pattern. In applicable, overlap adjacent blankets and staple.
5. Anchor full - length margin of blankets at top of side slopes with a row of staples /stakes.
Backfill soil material over final 12- inches of blanket margin and compact.
In order to stabilize watersheds and associated post mine channels, runoff control structures may be
constructed. Snowmelt and sudden, intense summer thunderstorms produce runoff in excess of the
normal anticipated volumes. To stabilize the channels these extra - ordinary flows can be controlled
with various measures including runoff control structures built in the watersheds. These structures
will be constructed as needed to promote stabilization of the area. These structures will be field
located and constructed as needed and will not impound water. Attachment 20 -3, Figure 20 -2,
Typical Runoff Control Structure, shows a generalized configuration of the structures that could be
placed along the postmining channels when problem areas are encountered and are located up-
gradient of existing sediment ponds with approved CPDS permits. A slope stability analysis is also
included in Attachment 20 -3.
Permanent Structures
SCC will apply for release of the reclamation bond held by the Colorado Division of Reclamation, Mining
and Safety (CDRMS). Per the guideline pursuant to Rule 1.15.4, Guideline Regarding Selected Coal Mine
Bond Release Issues,(CDMG, 1995), states.... '71ben Phase I bond release is requested, the release will apply only to
those areas where backfzlling andgrading are completed Backfilling andgrading are considered completed upon the achievement
of final post -mine topography in accordance with the permit, including establishment of the approved permanent drainage system.
Areas which do not quay for bond release include long -term facilities such as sedimentponds, buildings, roads and other areas
which will receive continued use in accordance with the approved plan. "
SCC proposes to leave various structures as permanent features within the reclaimed area at the time of bond
release. These proposed structures are located on Exhibit 20 -2, Post Mine Topography and Drainage. The
retention of the structures has been requested by the current landowners. The landowner request letters are
contained in Appendix 20 -2.1, Surface Owner Request to Retain Permanent Features and Structures. The
retention of these structures will enhance the current postmine land use and landowner land use in the future.
The following discussions present the rationale, justification and /or documentation for retention of these
features. In some instances, the structure has already been approved as a permanent feature; in other cases
approvals are still required. In all cases, SCC has or will submit the required information for approval prior to
applying for bond release of an area containing a proposed permanent structure.
TR -79 18 Revised 02/13
