PREFACE <br /> <br />Tab 10 Organization <br />Prior to the current 1998 update, Tab 10 of the Seneca II-W Mine permit application was a <br />single section, presenting information from vegetation baseline studies conducted between <br />1979 and 1990. For the 1998 Seneca II-W South Extension Permit Revision application, Tab <br />10 was divided into two separate sections; Section 10.1 and Section 10.2. Section 10.1 <br />contains the entire contents of Tab 10 from the previously approved permit application. <br />Section 10.2 contains information from the 1997 supplemental vegetation baseline study of the <br />Seneca II-W South Extension area. To avoid altering an approved, historical document, the <br />only aspect of the former text that has been edited or updated is the addition of this preface <br />and the Tab 10 table of contents. <br />Persons Responsible for Data Collection <br />Table 10-1 (in Section 10.1) summarizes the multiple vegetation studies that were conducted <br />at the Seneca II-W Mine previous to the 1997 study by parameter, year, location, and firm <br />involved in collecting the data. A brief outline of those studies is presented below and a <br />detailed discussion is presented in Section 10.1. <br />Initial vegetation studies were conducted in 1974 by Environmental Research and Technology, <br />Inc. IERTI on and adjacent to the 1985 Permit Area. During 1978 Peabody Coal Company <br />Inow Seneca Coal Company) initiated further environmental studies and designed a vegetation <br />sampling program. Following discussions with CMLRD and OSM, quantitative sampling was <br />conducted in all vegetation types within the planned mine disturbance area and associated <br />reference areas by ERT. Peabody initiated additional vegetation studies in 1980 to update <br />existing baseline data by sampling shrub density and provide information on the tie-across haul <br />road corridor. In 1982 Peabody submitted to CMLRD an application to mine, and as part of its <br />review, CMLRD identified deficiencies in the vegetation studies. As a result, additional baseline <br />data were collected by Western Resource Development Company IWRDC) in 1983. More <br />studies followed in 1985 after a portion of the tie-across haul road was relocated. These <br />studies were conducted by Stoecker-Keammerer and Associates IS-K&SI. In the spring of <br />1990, ESCO Associates, Inc. IESCOI conducted baseline vegetation studies in proposed permit <br />expansion areas located north, east end south of the current permit area. The data and results <br />of the studies conducted between 1974 and 1990 are discussed in Section 10.1. <br />Finally in July and August of 1997, baseline vegetation data for the Seneca II-W South <br />Extension area were collected by ESCO.
