DBMS: Please review the maps in Volume IV of the permit and update
the maps related to section 2.03 as necessary to reflect any changes that
may have occurred.
CAM: Maps are presented in Volume III and are up to date.
Rule 2.04.8 a Climatalogical Information
4. DRMS: The Division was unable to locate any text or figures related to baseline
climate data other than one figure associated with Annual Percent Wind
Frequency. Please either indicate where in the Permit this information resides
or supply page addressing the requirements of the rule (2.04.8(1)).
CAM: Monthly temperature and average precipitation data is located on page 2.04-32.
DRMS: Please review Section 2.0 (Starting on p. 2.04-50 and on tables 4.3-9, 4.3-
10 and 4.3-11) for information regarding the threatened and endangered species
list for the plant species that are applicable to the McClane Canyon Mine.
CAM: Appendix P was approved with PR -02, and is a biological assessment (BA)
conducted in 2011 for the McClane Canyon Mine and the Fruita Loadout. There
are two changes to the species listing for Garfield County since the BA was
written, they are the Yellow Billed Cuckoo and the North American Wolverine.
The Yellow Billed Cuckoo was previously a Candidate species and is now listed as
a threated species in the area of the mine site. The North American Wolverine is
listed as a candidate species. However, this site has been idle for over eight
years, and with no planned work in the near future, there should be no impacts
to the Yellow Billed Cuckoo or the North American Wolverine.
No other changes have been made to the endangered plant species or
threatened and endangered species as listed by the USFWS. An IpaC map and
listed species document are attached for review purposes only. This document
shows the species specific to the McClane Canyon mine area, which exceed the
species listed in the 2011 BA. However, for completeness, all species listed in
the 2011 BA have been included in new Table 4.3-11.
Rule 2.04.11— Fish and Wildlife Resources Information
6. DRMS: Please review Section 2.0 (starting on p. 2.04.-72) of the permit
and update as necessary. Please ensure that the Threatened and
Endangered Species list is updated if necessary.
CAM: Please see response presented in item no. 5.
