PERMIT#: M-2000-040 <br /> INSPECTOR'S INITIALS:PSH <br /> INSPECTION DATE: August 1,2018 <br /> OBSERVATIONS <br /> The State Line Ranch Pit was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br /> (Division) as part of the Division's monitoring inspection program. Mr. Nate Davis with the U. S. Forest Service <br /> was present during the inspection. The site was previously inspection by the Division on July 15, 2013. <br /> The State Line Ranch Pit is located approximately 5 miles west of Cowdrey, CO on Hwy 125. The site consists <br /> of a decomposed granite hilltop. The material to be excavated lies in a deposit averaging 15-25 feet in depth, <br /> approximately 225 feet wide and an estimated 400 feet in length. The approved mining plan for the State Line <br /> Ranch pit allows for a maximum disturbed area of 7 acres with a maximum excavation depth of 25 feet. <br /> Common mullein, a List C species listed by the Colorado Weed Management Association was observed on the <br /> recently excavated area, on the pit floor and on a product stockpile. As cited as a problem above, the Division <br /> will require the Operator to implement the approved noxious weed control plan for the site and provide <br /> evidence of the weed spraying by the corrective action due date. <br /> The landowner removed material from the site in September 2017, however the site has not been mined by <br /> the Operator for numerous years. The options of reclaiming and releasing the site or transferring the <br /> reclamation permit to the landowner were discussed during the inspection. The approved Reclamation Plan <br /> for the site states the slopes and embankments will be regraded to a minimum 3H:1V slope and blended with <br /> the natural contours of the area. The stripped overburden and topsoil will be replaced and the site will be <br /> reseeded and mulched. If the landowner wishes to assume the mine site, a Succession of Operator application <br /> shall be completed by both parties. The Succession of Operator form is available at: <br /> http://mining.state.co.us/SiteCollectionDocuments/TransferMin era I Perm itpackage.pdf A financial warranty <br /> will be required to be posted by the landowner if the site is transferred, since a warranty is not required to be <br /> provided by the U. S. Forest Service. The Division will calculate the required financial warranty at the request <br /> of the Operator. <br /> The required boundary markers were not found during the inspection.
