Vince Massarotti of NECC was <br />present for the inspection. The weather was partly cloudy. The ground was mostly dry, although Vince and a rain <br />gauge indicated that the site has seen significant rain in late July. <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />Fills 8 and 9 were inspected. No large rills or gullies were seen. The overall vegetation on Fill 9 is somewhat dry <br />for lack of recent rain at the site, and north of the road there is a large bare area. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Four ponds were inspected: 5, 6, 8, and 9. Ponds 5 and 9 were dry. None of them were discharging. No serious <br />problems were identified with embankments or emergency spillways, although the top of the dam for Pond 8 <br />remains bare, likely due to animal traffic. <br /> <br />The rock in the east side ditch of Fill 8 (Ditch D84) remains stable, including the portion at the bottom that has <br />been worked on recently by Vince Massarotti. <br /> <br />The check dams in ditches above Pond 6 were functioning well. <br /> <br />Culvert C3 was clear of sediment. <br /> <br />
