Technical Revision (TR-28) Climax Molybdenum Company <br /> Environmental Protection Plan Permit No. M-1977-493 <br /> Environmental Department. The totes will be transferred into a cleaner frother storage tank (600 gallons). <br /> The cleaner frother storage tank is located in the regrind/cleaner area of the mill building (area 430 on the <br /> Mill Building Detail drawing on Figure AM-06-T-06). Cleaner frother storage tank releases will be <br /> contained inside of the mill building and will pump to the rougher concentrate thickener. <br /> Tank level indication will be available locally as well as through the control system. The control system <br /> will alarm for a given tank low and high level. <br /> When needed, frother may be stored as totes in other locations within Area 430 (floatation). Area 430 <br /> has a concrete floor that is sloped to a sump so that material can be placed back in the mill circuit or sent <br /> to tailing. In the event of a frother distribution system failure, the frother will be contained within the mill <br /> building. <br /> T-3.2.5 Pyrite (Iron) Depressant <br /> Orfom D8 Depressant (or similar) is a mineral processing aid is used in the mill circuit to maintain <br /> separation and suppress pyritic minerals in the flotation process. This is a corrosive material that causes <br /> irreversible eye and skin damage. The vapor is combustible, and may cause respiratory tract irritation if <br /> inhaled. The material can be harmful or fatal if swallowed. <br /> The D-8 is stored in one tank with a capacity of 10,000 gallons. This tank is in the reagent storage area of <br /> the mill building (see Mill Building Detail - Area 450 on the south side of the mill building on Figures AM- <br /> 06-T-05 and AM-06-T-06). <br /> Secondary containment with a volume greater than that of the tank is provided in the reagent storage <br /> area (see Reagent Storage Area Detail Figure AM-06-T-06). Tank level indication is available locally as <br /> well as through the control system. The control system will alarm for a given tank low and high level. <br /> Both a horn and beacon are provided at the unloading point to indicate a tank high level. <br /> In the event of a storage tank failure, the D-8 will be contained in the reagent storage area via secondary <br /> containment. The secondary containment area is equipped with a sump but no sump pump. In the event <br /> of a release in this area, a pump will be placed in the secondary containment sump and the D-8 will be <br /> routed back into the process circuit or pumped into a suitable container for proper disposal through <br /> direction from the environmental department. A spill that occurs during offloading into the storage tank <br /> will be handled similarly using a sump located in the offloading area. <br /> When needed, iron depressant may be stored as totes in other locations within Area 430 (floatation). <br /> Area 430 has a concrete floor that is sloped to a sump so that material can be placed back in the mill <br /> circuit or sent to tailing. In the event of an iron depressant distribution system failure, the iron depressant <br /> will be contained within the mill building. <br /> T-3.2.6 Galena and Chalcopyrite (Lead and Copper) Depressant <br /> Liquid Nokes reagent is incorporated into the mill circuit as a galena and chalcopyrite depressant. Nokes <br /> reagent is the reacted product of caustic soda and phosphorous pentasulfide in solution with water. The <br /> addition of NaOH to the solution maintains a pH greater than 11 which prevents the release of hydrogen <br /> sulfide gas (H2S). Climax uses only liquid nokes which has been reacted prior to delivery. Liquid nokes <br /> is stored in the Reagent Area of the Mill Building. <br /> Phosphorous pentasulfide is a reactive and ignitable greenish-yellow solid with a "rotten egg" smell which <br /> can affect the human body through inhalation, ingestion, and dermal contact. While solid phosphorous <br /> pentasulfide can cause dermal irritation, the primary health hazard associated with this material is the <br /> release of hydrogen sulfide gas upon contact with water. Hydrogen sulfide can be a primary health <br /> hazard which acts as an irritant to mucus membranes and can produce severe breathing difficulties. High <br /> concentrations can stop breathing immediately. Phosphorous pentasulfide can be neutralized with an <br /> alkaline substance such as lime, NaOH, or soda ash. <br /> The use of liquid pre-mixed Nokes significantly reduces the risk of H2S generation since the potential for <br /> gas generation is greatest during the reaction phase. Nevertheless, H2S monitoring is provided at two <br /> locations. One is the truck unloading point where the solution is transferred from a bulk tanker to our <br /> EPP: Version R4 T-11 August 2018 <br />
