Tony Tennyson representing Tri-State Generation <br />and Transmission Association (Tri-State) and Kurtis Blunt representing Colowyo Coal Company (Colowyo) <br />accompained the inspection. The weather for inspection was clear with with smokey air due to large natural fires <br />in the region. Temperature during the inspection was around eighty give degrees fahrenheit. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Gossard, Rail Loop and Stoker Siding Ponds were all inspected. The three ponds are all located at the Gossard <br />Loadout. Each pond held water and were stable. No issues were observed. <br /> <br />Prospect Pond, Gulch A Pond and Streeter Pond were inspected. All ponds have access via State Highway 13.. <br />Prospect, Gulch A and Streeter Ponds all held water however only Streeter Pond was discharging during the <br />inspection. All ponds were stable and no issues were observed. <br /> <br />The Sidehill Pond and Section 26 Pond were inspected. These pond are being constructed as part of the Collom <br />expansion and collect runoff from disturbance along the western end of the Collom. Both ponds run in series with <br />Section 26 being the final pond. The Section 26 pond has been completed with a catwalk structure for access to the <br />primary spillway and the emergency spill is well armored with rip rap. No water was in the Section 26 Pond. The <br />Sidehill Pond was being constructed at the time of the inspection. Embankment was being compacted and <br />emergency spill was being cut in. No issues were observed. <br /> <br />Ditches associated with the Collom area were being constructed at the time of the inspection. Of the ditches <br />inspected, ditches D1 and D6 are partially completed, D2 is completed, and D3 was currently being constructed. <br /> <br />Silt fences along the Haul Road A and Collom construction was inspected along the entire site. Silt fence was <br />located and encompassing all disturbances inspected and was properly installed. No issues were observed.
