leffens
and Assoclofes, Inc.
Water Resource, Environmental,and Mining Engineering
October 5, 2017
Matt Montgomery
US Army Corps of Engineers
Senior Project Manager, CO West Branch
Sacramento District
400 Rood Avenue, Room 224
Grand Junction, Colorado 81501
Re: Continued Impacts to Love Pit Mitigation Wetlands, LISACE
Permit No. 19910078, Summit County,Section 22, T4S, R78W.
Dear Matt:
Last January 11' I sent you an email that described my concern that the constructed
wetland associated with the Love (gravel) Pit (Permit No. 19910078)was being impacted by
current gravel mining on the west side of Highway 9, north of Silverthorne. I was
subsequently retained by the current owner of the land on which the wetlands were
constructed, Eagle's Nest Mountain Ranch, LLC (Owner) to provide professional technical
engineering and wetland consultation services. I am writing in that capacity as an agent for
the Owners.
I and the Owner's property managers met with John O'Hara, the Manager for Peak
Materials, and current operator of the Everist gravel mining facility last May to discuss the
impact that occurred in 2016 and their plan to correct the problem. Peak Materials has
implemented positive actions this summer to reestablish the water supply to the wetland by
pumping into a groundwater recharge ditch on the west side of Highway 9. The plan has
worked this year, to a degree, but is not a final solution. Accordingly, I have been asked to
contact you and request the Corp's assistance in ensuring a perpetual water supply to the
Love Pit wetland during mining and after post-mining reclamation. There are two specific
concerns about the effects on the Love Pit wetland caused by mining and the eventual
reclamation of the gravel pit on the west side of Highway 9. Those are shown highlighted in
yellow on Figure 1 (at the end of this letter) along with key factors that are annotated on the
Steffens and Associates, Inc.
13918 East Mississippi Ave., PMB#60119,Aurora CO 80012
Cell: 303.378.8181 steffensinc@msn.com
