Here is a list of the <br /> changes that were suggested in the letter dated July 20, 2018: <br /> 1. Proof of publication in newspaper-Adequate as submitted on July 19, 2018-(no further <br /> response). <br /> 2. Proof of notice to all owners of record of surface and mineral rights of the affected land- <br /> Adequate as submitted on July 19, 2018-(no further response needed). (Mineral right owners <br /> were notified by certified mailing for all properties within a 200 foot radius. This was over and <br /> above the requirements according to Mr. Russell) <br /> 3. 4 Comment letters were received and acknowledged by letters written back to the Companies. <br /> Copies of letters are attached at the back of this response. <br /> 4. No number 4 on adequacy review sheet. <br /> 5. Exhibit B was changed to a new soil map and Custom Soil Report(provided by NCRS)for the <br /> affected lands <br /> 6. Exhibit C—on b):the last sentence was deleted that said any topsoil stockpile will be seeded <br /> with grass to prevent erosion. <br /> 7. Exhibit C-on d): Changed to "Mining is anticipated to a depth of 25 feet below the outside <br /> perimeter of the pit boundaries." This matches the Map of Mining Plan. <br /> 8. Exhibit D-c):Added-The pit will be reseeded, as recommended by the attached Kit Carson <br /> County NCRS seeing recommendation,when completed. Planting dates will be November 11tn <br /> thru April 30th which is what is recommended. <br /> 9. Exhibit D-c): added-The seedbed will be disced to eliminate compacted conditions. <br /> 10. Exhibit D-d):added-There will be no fertilizer applied only cover crop. <br /> 11. Exhibit D-e): added-The grass used will be a combination of Western Wheatgrass, Blue Gamma, <br /> Yellow Indiangrass, Little Bluestem,Switchgrass and Sideoats Grama per NRCS <br /> recommendations. The grass seed will be seeded by a ratio of 4.2 according to the seed <br /> recommendations per NRCS. <br /> 12. Exhibit D-f): added-The application for grass seeding will be drilling. <br /> 13. Exhibit D-g): added-No mulch will be used as a cover crop will be planted (20 pounds per acre). <br /> 14.
