Salinity Parameters <br /> In order to obtain an indication of the quantity of Salinity,measured as total dissolved solids(TDS),being discharged from <br /> the site the permittee shall monitor the wastewater effluent. Self-monitoring samples taken in compliance with the <br /> monitoring requirements specified above shall be taken at those locations listed in Part 1.A.1. <br /> B. TERMS AND CONDITIONS <br /> 1. Facilities Operation and Maintenance <br /> The permittee shall at all times properly operate and maintain all facilities and systems of treatment and control including all <br /> portions of the collection system and lift stations owned by the permittee(and related appurtenances)which are installed or <br /> used by the permittee as necessary to achieve compliance with the conditions of this permit. Proper operation and <br /> maintenance also includes effective performance,and adequate laboratory and process controls, including appropriate quality <br /> assurance procedures. This provision requires the operation of back-up or auxiliary facilities or similar systems when <br /> installed by the permittee only when necessary to achieve compliance with the conditions of the permit. <br /> Any sludge produced at the wastewater treatment facility shall be disposed of in accordance with State and Federal guidelines <br /> and regulations. The permittee shall take all reasonable steps to minimize or prevent any discharge of sludge use or disposal <br /> in violation of this permit which has a reasonable likelihood of adversely affecting human health or the environment. As <br /> necessary,accelerated or additional monitoring to determine the nature and impact of the noncomplying discharge is <br /> required. <br /> 2. Comnhance Schedule(s) <br /> a. Activities to Meet Low Level Mercury Limitations—In order to meet final low level mercury limitations,the following <br /> schedule are included in the permit. <br /> Code Event Description Due Date <br /> 43699 Facility Submit a report that identifies strategies to control this pollutant or 12/31/2016 <br /> Evaluation Plan treatment alternatives such that compliance with the final limitations <br /> may be attained. <br /> 00899 Implementation Submit a progress report summarizing the progress in implementing 08/31/2017 <br /> Schedule the strategies to control sources or treatment alternatives such that <br /> compliance with the final low level mercury limitations may be <br /> attained. <br /> CS017 Achieve Final Submit study results that show compliance has been attained with 01/01/2018 <br /> Compliance with the final low level mercury limitations. <br /> Discharge Limits <br /> 3. Chronic WET Testing <br /> a. General Chronic WET Testing and Reporting Requirements <br /> The permittee shall conduct the chronic WET test using Ceriodaphnia dubia and Pimephales promelas,as a static <br /> renewal 7-day test using three separate composite samples. The permittee shall conduct each chronic WET test in <br /> accordance with the 40 CFR Part 136 methods described in Short-term Methods for Estimating the Chronic Toxicity of <br /> Effluents and Receiving Water to Freshwater Or ang isms,Fourth Edition,October 2002(EPA-821-R-02-013)or the most <br /> current edition. <br /> The following minimum dilution series should be used: 0%effluent(control),23%,45%,89%,95%,and 100% <br /> effluent. If the permittee uses more dilutions than prescribed,and accelerated testing is to be performed,the same <br /> dilution series shall be used in the accelerated testing(if applicable)as was initially used in the failed test. <br /> Tests shall be done at the frequency listed in Part I.A.2. Test results shall be reported along with the Discharge <br />
