b. No article, machine, equipment or process must be used to conceal an emission <br />that would otherwise constitute a violation of an applicable standard. Such <br />concealment includes, but is not limited to, the use of gaseous diluents to <br />achieve compliance with an opacity standard or with a standard that is based <br />on the concentration of a pollutant in the gases discharged to the atmosphere. <br />(5 60.12) <br />Records of startups, shutdowns, and malfunctions must be maintained, as <br />required under 5 60.7. <br />d. Compliance with opacity standards in must be demonstrated according to 5 40 <br />CFR 60.11. <br />OPERATING at MAINTENANCE REQUIREMENTS <br />16. As referenced in Condition 6, the owner or operator must develop an operating and <br />maintenance (OEtM) plan, along with a recordkeeping format, that outlines how the applicant <br />will maintain compliance on an ongoing basis with the requirements of this permit. Compliance <br />with the O&M plan must commence at startup. Within one hundred and eighty days (180) <br />issuance of this permit, the owner or operator must submit the O&M plan to the Division. <br />Failure to submit an acceptable operating and maintenance plan could result in revocation of <br />the permit. Note that the Division may modify the monitoring requirements as part of the Title <br />V Operating Permit if this facility is subject to Title V permitting (Reference: Regulation <br />Number 3, Part B, III.G.7.). <br />COMPLIANCE TESTING AND SAMPLING <br />Initial Testing Requirements <br />17. NSPS Subpart Y: <br />This measurement for AIRS point 033 must consist of consecutive readings taken at fifteen <br />second intervals over a one hour period (ten 6 -minute averages). If, during the initial 30 <br />minutes of the Method 9 observation, all of the 6 -minute average opacity readings are less than <br />or equal to half the applicable opacity limit, then the observation period may be reduced from <br />1 hour to 30 minutes (Reference S 60.257(a)(1)). <br />18. NSPS Subpart 000: <br />This measurement for AIRS point 035 must consist of a minimum twenty-four consecutive <br />readings taken at fifteen second intervals over a six minute period. (Reference: Regulation <br />Number 1, II.A.1 Et 4) <br />If the equipment included in this permit is located at a facility that has primary crushing <br />capacity greater than 150 tons per hour (portable equipment) or 25 tons per hour (fixed <br />equipment): <br />For screens and transfer points (except for the transfer to a stockpile) this <br />measurement must consist of consecutive readings taken at fifteen second intervals <br />over a 30 minute period (five 6 -minute averages).
