I appreciate the letters that have <br /> been sent on my behalf, however,this format of correspondence is not good practice of effective <br /> communication for me. You see,as a visually impaired individual, hard copy correspondence is not <br /> effective communication. I have expressed this concern with your office via telephone,yet nothing has <br /> changed to be best practice for effective communication with a visually impaired individual. <br /> Concerning Title II of the Americans with Disabilities Act,Technical Assistance Manual II-7.1000, 1993, <br /> an agency must use effective communication for such disabled persons. Auxiliary aids must be used,so <br /> that such communication is effective for both agency and disabled individual. The individual with the <br /> disability is in the best position to determine what type of aid or service will be effective. Electronic <br /> format is the best auxiliary aid for effective communication for me. <br /> According to the ADA,the agency can show another form of effective communication if the means <br /> chosen would show a fundamental burden or financial burden to the agency. However,in requesting <br /> correspondence through e-mail does not show this burden. Therefore, I request, in writing,to have all <br /> further correspondence sent to me in e-mail format,which will not include PDF,encrypted coding and <br /> graphic images. If images are used,they need to be described through the written word. <br /> This format included above is well within the ADA Title II guidelines, regarding effective communications <br /> between an agency and a visually impaired individual.
