The 13 -Left Outby Utility Borehole, approved in 2015, to transfer concrete from the surface to <br />the end of 12 and 13 -Left longwall panels, constructed a borehole pad and upgraded an existing <br />two -track ranch road. The access road and pad are located in the north east quarter of Section 20 <br />of Township 5 North, Range 86 West. <br />The 9 -East Utility Borehole, approved in 2016, included two boreholes. One borehole is a <br />monitoring and control borehole, which allows air to be drawn from the sealed mine areas by an <br />exhauster unit. The second borehole is used as a grout or utility pipe and a power drop or <br />communication cable drop. In 2017, two additional utility boreholes, including one additional <br />pad, were added to this disturbance. <br />Thickener underflow borehole location SWMD- 1 is located on the west side of Routt County <br />Road (RCR) 27 between the west entrance and the Fish Creek Borehole road. The lands <br />affected are located in Sections 25 and 36 of TSN, R87W and Sections 31 and 32 of TSN, <br />R86W. The associated pipeline extends to the south and east between the borehole and the <br />junction to the 1- MN Thickener Underflow Pipeline leading from the wash plant facility. <br />SWMD 1 -SW and WMD 12 -Left Thickener Underflow Boreholes, Pump Boost Station, and <br />Pipelines were approved in 2017, above Southwest Mining District (SWMD) — Panel 1 SW, and <br />in the Western Mining District (WMD) — Panel 12 -Left. The new installations were installed as <br />a backup for and to replace SWMD boreholes 2SW and 3SW. <br />14- Left, 15 Left, 16 Left, and 17 -Left thickener underflow (TUF) boreholes, drill pads, and <br />additional pipeline were approved in 2018, in the Western Mining District above their associated <br />panels. <br />Physiographic Setting <br />The permit area varies in elevation from 6,600' to 7,500' with the portal openings at 6,885' <br />along Foidel Creek. Generally, the topography consists of gently rolling hills, dip slopes and <br />cliff outcrops. Flatter topography is evident in the valleys of the major streams draining the area <br />(Fish Creek and Foidel Creek), as well as along the gentle dip slopes. Prominent cliffs have <br />formed where massive sandstone units outcrop. <br />Geologic Setting <br />The rock units of Twentymile Park Basin which dip 5° - 30° toward the central portion of the <br />basin are of local significance. Normal faulting has been identified throughout the permit area, <br />striking generally northwest to southeast, with displacement of zero to 85 feet. A reverse fault <br />running in an arcuate line northward through the west central part of the basin shows <br />displacement of 0 to 80 feet. Smaller lateral faults were encountered in the 9 Right and 10 Right <br />gateroads while driving development out into the Eastern Mining District. <br />The near surface bedrock units are composed of sedimentary rocks of marine and non -marine <br />origin. These sedimentary rocks were formed through the transgression and regression of an <br />epicontinental sea and are comprised of sequences of sandstones, siltstones, shales and coal. <br />Foidel Creek Mine 8 August 10, 2018 <br />
