PERMIT #: M-2001-069 <br />INSPECTOR'S INITIALS: SJM <br />INSPECTION DATE: July 24, 2018 <br />OBSERVATIONS <br />This was a monitoring inspection of the Del Norte West Valley Pit; M-2001-069 operated by Asphalt <br />Constructors, Inc. This site is located 2 miles north of Del Norte, Colorado in Rio Grande County. I, Stephanie <br />Mitchell of the Colorado Division of Reclamation, Mining and Safety conducted the inspection. Mr. Todd <br />Stokebrand of Asphalt Constructors, Inc. accompanied me on the inspection. <br />This is a 66.54 acre 112c mining operation for sand and gravel with a maximum allowed disturbance of 30.49 <br />acres. The current disturbed acreage is appears to be right at 10 acres. The Division currently holds a financial <br />warranty amount of $70,121.00 for this site and is adequate at this time. <br />A mine identification sign was in place at the entrance to the mine site. All permit boundaries were all clearly <br />marked delineating the permit area. <br />Mining is currently taking place in the Phase III of the permit area, moving north and west. The staging, <br />process and stockpiles are located in this area as well. <br />Material stockpiles appear to be stable. There are about 5 material stockpiles located in the staging area. <br />There is a very large population of Spotted Knapweed and Kochia within the permit area. This is noted as a <br />problem at the beginning of the inspection report. The Operator must combat invasive weed species per Rule <br />3.1.10(6). <br />Fuel is being adequately stored with secondary containment. A scalehouse, 936 CAT Loader, Screener, Crusher <br />and portable Asphalt Plant were located on site. <br />An Asphalt Stockpile was on site.
